ORDINANCE NO. 81-4 CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA CHAPTER 170.07 OF CITY CODE OF RAMSEY, MINNESOTA SCENIC RIVER ORDINANCE AN ORDINANCE REGULATING THE BLUFFLAND AND RIVERLAND DEVELOPMENT OF THE RUM RIVER PREAMBLE The City Council hereby adopts the following Chapter 170.07, to be known as the City's "Scenic River Ordinance". This ordinance is, however, being adopted with much reservation by the City Council and it is being adopted only because of the Minnesota Department of Natural Resources mandate. The City Council finds that this ordinance is a dupli- cation of other City ordinances, that it will create additional adminis- trative staff time, and that it is not necessarily in the best interests of the residents of the City. The City Council of Ramsey, Minnesota ordains: 170.07 SCENIC RIVER ORDINANCE 170.071 POLICY AND AUTHORIZATION An ordinance for the controlling of bluffland and rivemland development in order to protect and preserve the outstanding scenic, recreational, natural, historical, and scenic values of the Rum River in Ramsey, Minnesota, in a manner consistent with Minnesota Statutes, Section 104.31 - 104.40, Minnesota Regulations NR78-81, and the Management Plan for the Rum River (6 MCAR §§ 1.2700 - 12720). 170.072 TITLE This ordinance shall be known, cited, and referred to as the Scenic River Ordinance; except as referred to herein, and where it shall be known as, "This Ordinance" 170.073 SCOPE AND INTERPRETATION 170.0731 The provisions of this ordinance shall apply within the desig- nated Scenic River Land Use District of the Rum River, in ac- cordance with the property descriptions contained in 6 MCAR §~ 1.2700 - 1.2720. -1-
