ORDINANCE NO. ?~_]! ~? <br />CITY OF RAMSEY <br />ANOKA COUNTY, MINNESOTA <br /> <br />AN ORDINANCE IMPOSING A MORATORIUM ON RBZONING AND SUBDIVIDING IN <br />A PART OF. THE SOUTHEAST CORNER OF THE CITY. <br /> <br />The City Council, City of Ramsey, ordains: <br /> <br />SECTION 1. PURPOSE <br /> <br /> The City Council, City of Ramsey, has determined that the City's <br />existing land use plan should be updated to serve the needs of the <br />community, and that a demonstrated need to plan for more intensive <br />land uses exists in the southeast corner of the community. The <br />Council has further determined that such planning must consider ~ <br />appropriate buffering and utilization of present and proposed <br />transportation arteries. In order to resolve these problems and <br />achieve its goals, the Council has further determined that a <br />compr~hen§ive land use plan along with appropriate government controls <br />to implement said plan is necessary in the area described in <br />Section 2 herein. <br /> <br />SECTION 2. BOUNDARY LOCATION <br /> <br /> The area on which a moratorium shall be placed shall be bounded <br />by the following lines: <br /> <br />The Rum River on the East; the North line of Sections <br />Twenty~four (24), Twenty-three (25]; the West line of <br />Section Twenty-three (23); the North line of Section <br />Twenty-seven (27); the West line of the East one-half <br />of Section Twenty-seven (27); the Northerly right-6f- <br />way line of the Burlington Northern Railway; and the <br />Ramsey-Anoka boundary line. <br /> <br />SECTION 3. MORATORIUM <br /> <br /> A moratorium on subdivision of land parcels and zoning amendments <br />whereby no subdivision, platting or zoning changes shall be considered <br />or adopted by the Planning Commission and the City Council shall be <br />in effect for the area described in Section 2 above for a period of <br />60 days from the effective date of this Ordinance. This moratorium shall <br />not affect those subdivisions and plats'for which the sketch plan <br />has been considered by the Planning Commission and the Preliminary <br />Plat has been filed with the Zoning Officer, all as required by <br /> <br /> <br />
