CITY OF RAMSEY <br />ANOKA COUNTY, MINNESOTA <br />ORDINANCE NO. 75-3 <br /> <br />AN ORDINANCE ESTABLISHING A PLANNING <br />COMMISSION AND DEFINING ITS <br />RESPONSIBILITIES AND DUTIES IN RELATION <br />TO THE OVERALL PLANNING FUNCTION OF <br />THE CITY OF RAMSEY. <br /> The City Council of Ramsay ordains: <br /> Section 1. Establishment of Commission. A city <br />planning commission for the city of Ramsay is <br />hereby established. The commission shall be the city <br />planning agency. <br /> Section 2. Subdivision 1. Composition. Such <br />planning commission shall consist of seven voting <br />members who shall be appointed by the city council <br />and may be removed by a four-fifths vote of the <br />council; the city engineer and the city attorney shall <br />be members exofficio. <br /> Subd. 2. Of the members of the commission first <br />appointed, two shall be appointed for the term of one <br />year, two for the term of two years, two for the term <br />of three years, and one for the term of four years. <br />Their successors shall be appointed for terms of four <br />years. Both original and successive appointees shall <br />hold their offices until their successors are appointed <br />and qualified. The terms of ex officio members shall <br />correspond to their respective officia tenures. <br />Vacancies during the term shall be filled by the <br />council for the unexpired portion of the term, Every <br />appointed member shall before entering upon the <br />discharge of his duties take an oath that he will <br />faithfully discharge the duties of his office. All <br />members shall serve without compensation. <br />Commission members may be reimbursed for their <br />necessary expenses incurred as a result of being a <br />commission member. Members shall be residents of <br />the City of Ramsey. <br /> Section 3. Subd. 1. Organization, Meetings, Etc. <br />The commission shall elect a chairman from among <br />its appointed members for a term of one year; and <br />the commission may create and fill such other <br />offices as it may determine. This city clerk shall act <br />as secretary of the planning commission, but he shall <br />not be a member unless he is appointed by the <br />council. <br /> Subd. 2. The commission shall hold at least one <br />regular meeting each month. It shall adopt rules for <br />the transaction of business and shall keep a record of <br />its resolutions, transactions, and findings, which <br />record shall be a public record. Said record shall be <br />transmitted to the City Council for its review on a <br />monthly basis. On or before January first of each <br />year the commission shall submit to the city council <br />on a report of its work during the preceding year. <br />Expenditures of the commission shall be within <br />amounts appropriated for the purpose by the City <br />Council. <br /> Section 4. Powers and Duties of the Commission. <br />The Planning Commission shall be the planning <br />agency and shall have the powers and duties given <br />such agencies generally by M.S.A. 462.351-462.364. It <br />shall also exercise the duties conferred upon it by <br />this ordinance, the City's Zoning and Subdivision <br />Ordinances, as well as any other duties which may <br />from time to time be referred to it by the City <br />Council. <br /> Section 5. Effective Date.
