PUBLIC WORKS COMMITTEE
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Public Works Committee conducted a regular meeting on Tuesday, July 27, 1999,
at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota.

Members Present:

Chairperson Gerald Zimmerman
Councilmember Terry Hendriksen

Also Present:

Director of Public Works/Fire Chief Dean Kapler
Public Works Supervisor Grant Riemer
City Administrator James E. Norman (arrived at 5:30)

CALL TO ORDER

Chairperson Zimmerman called the regular meeting of the Public Works Committee to order at
5:10 p.m.

CITIZEN INPUT

There was none.

COMMITTEE BUSINESS

Case #1:

Approve Offers in the Amount of Appraisal for 153/155 Avenue Project
(Improvement Project #99-51)

Director of Public Works Kapler stated that the Committee received the CIP project sheet for this
project, which is scheduled for this fiscal year. The 0.7-mile stretch of roadway is the last piece
remaining in the completion of a cross-city, east/west collector street, a distance of over six
miles. Plans and specifications for this project have been updated and are ready for bidding.
However, Mr. Kapler explained that before bidding can take place, the fight-of-way for the
project needs to be acquired. City Council authorized the updating of the original appraisal done
in 1995. The appraisal updates have been completed. Copies of the appraisal are available for
inspection in the City Engineer's office. Since none of the properties require relocation of
residents, it would be possible to bid the project in November if an eminent domain quick-take
resolution is passed at the August 27th City Council meeting. The resolution will be handled
through Evergreen Land Services.

Chairperson Zimmerman stated that there seems to be a lot of projects that have not been
completed that were discussed a while back, and he wondered if the projects are prioritized.

Public Works Committee/July 27, 1999
