Councilmember Hardin introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #92-02-022 <br /> <br />RESOLUTION APPROVING JOINT POWERS AGREEMENT BETWEEN THE <br />CITY OF RAMSEY AND ANOKA COUNTY FOR ADDITIONAL FUNDING OF <br />1991 AND 1992 LANDFILL ABATEMENT ACTIVITIES IN THE CITY OF <br />RAMSEY <br /> <br /> WlIEREAS, the State of Minnesota Legislature enacted the Select Committee on <br />Recycling and the Environment (SCORE) legislation which provides for collection of the sales tax <br />on solid waste disposal; and <br /> <br />and <br /> <br />WHEREAS, counties are responsible for the distribution of said funds to municipalities; <br /> <br /> WHEREAS, the City of Ramsey has attained its recycling goal for 1991 and has qualified <br />for an additional $5,000 in funding; and <br /> <br /> WHEREAS, a joint powers agreement between Anoka County and the City of Ramsey is <br />required prior to distribution of funds for municipal landfill abatement programs for the SCORE <br />tax money. <br /> <br />NOW TIIEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That the City of Ramsey hereby approves the joint powers agreement between the City of <br />Ramsey and Anoka County regarding additional funding for the City of Ramsey in <br />establishing landfill abatement programs pursuant to SCORE legislation and funding from <br />Anoka County regarding the same. <br /> <br />2) <br /> <br />That the Ramsey City Council hereby authorizes the Mayor and City Administrator to sign <br />the joint powers agreement and any other necessary documents required on behalf of the <br />City. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Zimmerman and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor Gilbertson <br />Councilmember Hardin <br />Councilmember Zimmerman <br />Councilmember Peterson <br /> <br />and the following voted against the same: <br /> <br />Nolle <br /> <br />and the following abstained: <br /> <br />None <br /> <br /> <br />
