AND WHEREAS, on February 21, 1990, the City received application for amendments to Northfork PUD concept plan; and WHEREAS, Dennis Peck and the Ramsey Planning and Zoning Commission met on March 6, 1990 and accepted the concept plan amendment; and WHEREAS, the City received application and sketch plan from Dennis Peck for Northfork PUD 5th Addition on March 28, 1990; and WHEREAS, the preliminary plat for Northfork PUD 5th Addition was not reviewed by the Park and Recreation Commission because all park dedication requirements for Northfork PUD are specified in a Northfork PUD Park Dedication agreement dated February 19, 1987 and amended May 9, 1989; and
