RAMSEY TOV~N CENTER WORK SESSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a Ramsey Town Center Work Session on Wednesday, <br />January 18, 2006, in the Conference Room at the Ramsey Municipal Center, 15153 Nowthen <br />Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas G. Norman <br />Community Development Director Patrick Trudgeon <br />Director of Public Works Dean Kapler <br />Finance Officer Diana Lund <br />Ass't Director of Public Works Brian Olson <br />Economic Development Coordinator Sean Sullivan <br />Jim Lasher, LSA Design Inc. <br />John Feges, RTC and Landmark <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the regular meeting of the Ramsey Town Center Work Session to order at <br />4:07 p.m. <br /> <br />TOPICS FOR DISCUSSION <br /> <br />1) Fiscal Impact Analysis <br /> <br />The City completed a Fiscal Impact Analysis in 2003, and it was used extensively throughout the <br />negotiations of the Master Development Agreement of the Ramsey Town Center. The study was <br />updated in early 2004. In November 2005, an isolated fiscal impact was distributed to the City <br />Council that focused entirely on the Town Center projected development and projected revenue <br />stream. A City-wide Fiscal Impact Analysis has been completed and was distributed to the <br />Councilmembers. <br /> <br />The study, as has been the case with the past studies, is an analysis through the year 2015. It has <br />been determined that in assembling the assumptions for the update in this study, there are a <br />number of incorrect assumptions that had been made in past studies that have now been <br />corrected.
