Councilmember Beahen introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #98-01-010 <br /> <br />RESOLUTION IN SUPPORT OF LEGISLATION AMENDING STATE STATUTES <br />RELATING TO CHARTERS AND CHARTER AMENDMENT PROCEDURES <br /> <br />WHEREAS, the City of Ramsey is a Home Rule Charter City; and <br /> <br /> WHEREAS, Charter adoption and Charter Amendment procedures are controlled by MN <br />Statute Chapter 410; and <br /> <br /> WHEREAS, the City has experienced three recent Charter Amendment referendums <br />based on citizen petition; and <br /> <br /> WHEREAS, the City has drafted certain State Statute amendments, which if adopted, <br />will facilitate better citizen participation and involvement in Charter and Charter Amendment <br />adoption issues; and <br /> <br /> WHEREAS, the present State Statute govern the relationship between a City's <br />Comprehensive Plan and Charter provisions is unclear. <br /> <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />That the City of Ramsey request that the State Legislature adopt in its 1998 session the <br />attached bill relating to City Home Rule Charters. <br /> <br />That the Mayor and City Staff, as directed by the Mayor, undertake reasonable efforts to <br />work with interested State Legislators and other interested groups and persons in an effort <br />to have the attached bill enacted into law. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Beyer and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor Gamec <br />Councilmember Beahen <br />Councilmember Beyer <br />Councilmember Haas Steffen <br /> <br />and the following voted against the same: <br /> <br />Councilmember Zimmerman <br /> <br /> <br />
