<br />CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, April 18, 2006, <br />at the Ramsey Fire Station Number 1, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Todd Cook <br />Councilmember David Elvig <br />Councilmember David Jeffrey <br />Councilmember Mary Jo Olson <br />Councilmember Al Pearson <br />Councilmember Sarah Strommen <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Community Development Director Patrick Trudgeon <br />Facilitator Larry Bakken <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the City Council Work Session to order at 7:03 p.m. <br /> <br />APPROVE AGENDA <br /> <br />The agenda was approved as submitted. <br /> <br />COUNCIL TOPICS FOR DISCUSSION <br /> <br />1) City Council and Planning Commission Communication <br /> <br />Community Development Director Trudgeon reviewed that during the past couple of years, there <br />have been struggles with the Comprehensive Plan Update and dealing with the high pace of <br />growth within the City. Staff feels it is worthwhile to discuss the current issues facing Ramsey <br />and look at ways to foster better communications amongst the City Council, Planning <br />Commission, and staff, and to look at ways to improve the decision making process. Therefore, <br />staff has arranged to bring in a trained facilitator, Larry Bakken, to discuss matters relating to the <br />communication and interaction with the City Council, Planning Commission, and staff. Mr. <br />Bakken was previously a Golden Valley City Councilor. <br /> <br />Community Development Director Trudgeon stated Mr. Bakken met with the Planning <br />Commission on February 23, 2006, to discuss their perspective on how City Council decisions <br />and direction can better be communicated with the Planning Commission. Tonight there will be <br />a discussion on the Planning Commission's perspective and of the Council perspective on the <br />communication process with the Planning Commission. <br /> <br />City Council Work Session / April 18, 2006 <br />Page 1 of 4 <br />
