<br />CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, July 11,2006, at <br />the Ramsey Fire Station Number 1, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Todd Cook <br />Councilmember David Jeffrey <br />Councilmember Mary Jo Olson <br />Councilmember Al Pearson <br />Councilmember Sarah Strommen <br /> <br />Members Absent: <br /> <br />Councilmember David Elvig <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Assistant City Administrator Heidi Nelson <br />Human Resources Manager Givonna Reed <br />Fire Chief Dean Kapler <br />Public Works Director Brian Olson <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the City Council Work Session to order at 5:40 p.m. <br /> <br />APPROVE AGENDA <br /> <br />The agenda was approved as submitted. <br /> <br />COUNCIL TOPICS FOR DISCUSSION <br /> <br />1) Organization Study Discussion <br /> <br />Human Resources Manager Reed indicated Council has received a draft copy of the <br />Organizational Study report completed by Springsted, Inc. Ms. Reed explained when this study <br />was started the focus was service delivery; whether Ramsey is offering the right service, and how <br />to prepare for the future given the demographics and population growth. The study took a bit of <br />a turn, and Springsted felt they needed additional information to evaluate the service delivery <br />that was requested. Ms. Reed reported on the following aspects of the study: <br /> <br />Page 3 discusses Springsted's approach. Springsted compared Ramsey to two groups of cities; <br />the first group included peer cities like Andover, Shakopee and Savage. The second was a target <br />group of cities they consider to be high service delivery cities. With these two groups they <br />looked at the ratio of staff members to population, and focused on staff projections and a <br /> <br />City Council Work Session / July 11,2006 <br />Page 1 of5 <br />
