City UPDATE Administrator's Report February 28, 2025 Council Update City Council Highlights - February 25 Presentation This regular City Council meeting began with two presentations. The first was a swearing -in and pinning ceremony for Police Captain Nick Dahlberg. The second presentation was to present the winners of the 2024 photo contest. The contest is designed to foster community engagement, showcase the beauty and essence of Ramsey, spotlight local photographic talent and gather images for use in City publications. Consent Agenda Following the presentations, the City Council unanimously passed 15 Consent Agenda items. Public Hearings Three Public Hearings were on the docket. The first was to Approve On -Sale, including Sunday Sales, Liquor License for SUR LLC. SUR LLC at 7533 Sunwood Drive NW, Suite # 110. (The previous occupant was Kitchen Table). This establishment is a new restaurant serving liquor. They are currently under construction to add approximately 3,000 square feet to the restaurant space and are expected to open sometime this spring. The council approved the on -sale liquor license. The second Public Hearing was to Adopt Charter Recommended Ordinance #25-02 to Amend Chapter 3 of the Charter. The Charter recommended changes include correcting a typo, removing the requirement to read the ordinance aloud and changing the effective date of ordinances to be effective upon publication. This case was tabled and will return for final consideration on March 11. The third Public Hearing was to Adopt Charter Recommended Ordinance #25-03 to Amend Chapters 2, 3 and 12 of the Charter. The Charter recommended QWatch stories from Ramsey on QCTV's YouTube channel! ❑' Scan the QR Code or visit www.YouTube.com/QCTV Never miss a story —subscribe today! changes for this ordinance include adding language for the respective ward in the case of council vacancies, removing the requirement for roll call votes for ordinances, allowing an ordinance to be placed on the consent agenda if it was introduced unanimously, lastly, changing the number of newsletters from six to four. The Council did not approve the Charter -recommended ordinance. Council Business Council Business included three cases. The first case was to Adopt Resolution #25-037 Approving Purchase Agreement for Sale of Lot 2, Block 1, Kovar Addition; Case of RM Property Management LLC. The City acquired this property in 2006 for future Hwy 10 right-of-way. The approved Hwy 10 construction layout has been modified and this parcel is no longer needed. RM Golf Carts, Inc. has been leasing the property from the City since 2011 and has notified the City that they wish to buy the parcel and building, continue business operations and improve the building facade and parking lot. The Council adopted the resolution approving the purchase agreement. The second case was to Adopt Resolution #25-045 Approving Purchase Agreement and Right of Re -Entry Agreement for the Sale of Part of Outlot B, COR FIVE. This case is to reconsider the sale of land to CorTrust Bank, N.A., to develop a 5,000-square-foot bank off of Zeolite and Sunwood Drive. In 2023, the City Council approved rezoning the property, which permitted the bank use, but a past Council did not approve the Site Plan. The project site has room for a small second building to the north that could be sold to another developer and constructed later. The Council approved the resolution to the purchase agreement. The final case was to Adopt Resolution #25-027, Approving the Preliminary Plat for Riverstone South 6th Addition (Project No. 24-127); Case of Development Consulting Services, LLC. The proposed project includes fourteen single-family homes, similar to previous additions in Riverstone South.
