City UPDATE <br />Administrator's Report February 28, 2025 <br />Council Update <br />City Council Highlights - February 25 <br />Presentation <br />This regular City Council meeting began with two <br />presentations. The first was a swearing -in and pinning <br />ceremony for Police Captain Nick Dahlberg. <br />The second presentation was to present the winners of <br />the 2024 photo contest. The contest is designed to foster <br />community engagement, showcase the beauty and essence <br />of Ramsey, spotlight local photographic talent and gather <br />images for use in City publications. <br />Consent Agenda <br />Following the presentations, the City Council <br />unanimously passed 15 Consent Agenda items. <br />Public Hearings <br />Three Public Hearings were on the docket. <br />The first was to Approve On -Sale, including Sunday Sales, <br />Liquor License for SUR LLC. SUR LLC at 7533 Sunwood <br />Drive NW, Suite # 110. (The previous occupant was Kitchen <br />Table). This establishment is a new restaurant serving liquor. <br />They are currently under construction to add approximately <br />3,000 square feet to the restaurant space and are expected to <br />open sometime this spring. The council approved the on -sale <br />liquor license. <br />The second Public Hearing was to Adopt Charter <br />Recommended Ordinance #25-02 to Amend Chapter <br />3 of the Charter. The Charter recommended changes <br />include correcting a typo, removing the requirement to <br />read the ordinance aloud and changing the effective date of <br />ordinances to be effective upon publication. This case was <br />tabled and will return for final consideration on March 11. <br />The third Public Hearing was to Adopt Charter <br />Recommended Ordinance #25-03 to Amend Chapters <br />2, 3 and 12 of the Charter. The Charter recommended <br />QWatch stories from <br />Ramsey on QCTV's <br />YouTube channel! <br />❑' <br />Scan the QR Code or visit www.YouTube.com/QCTV <br />Never miss a story —subscribe today! <br />changes for this ordinance include adding language for the <br />respective ward in the case of council vacancies, removing <br />the requirement for roll call votes for ordinances, allowing <br />an ordinance to be placed on the consent agenda if it was <br />introduced unanimously, lastly, changing the number of <br />newsletters from six to four. The Council did not approve <br />the Charter -recommended ordinance. <br />Council Business <br />Council Business included three cases. <br />The first case was to Adopt Resolution #25-037 <br />Approving Purchase Agreement for Sale of Lot 2, Block 1, <br />Kovar Addition; Case of RM Property Management LLC. <br />The City acquired this property in 2006 for future Hwy 10 <br />right-of-way. The approved Hwy 10 construction layout <br />has been modified and this parcel is no longer needed. RM <br />Golf Carts, Inc. has been leasing the property from the City <br />since 2011 and has notified the City that they wish to buy <br />the parcel and building, continue business operations and <br />improve the building facade and parking lot. The Council <br />adopted the resolution approving the purchase agreement. <br />The second case was to Adopt Resolution #25-045 <br />Approving Purchase Agreement and Right of Re -Entry <br />Agreement for the Sale of Part of Outlot B, COR FIVE. <br />This case is to reconsider the sale of land to CorTrust Bank, <br />N.A., to develop a 5,000-square-foot bank off of Zeolite <br />and Sunwood Drive. In 2023, the City Council approved <br />rezoning the property, which permitted the bank use, but a <br />past Council did not approve the Site Plan. The project site <br />has room for a small second building to the north that could <br />be sold to another developer and constructed later. The <br />Council approved the resolution to the purchase agreement. <br />The final case was to Adopt Resolution #25-027, <br />Approving the Preliminary Plat for Riverstone South 6th <br />Addition (Project No. 24-127); Case of Development <br />Consulting Services, LLC.
