CityUPDATE <br />Administrator's Report March 14, 2025 <br />Council Update <br />City Council Highlights - March 11 <br />Consent Agenda <br />This Council meeting began with the City Council <br />unanimously approving all 11 Consent Agenda items. <br />Council Business <br />There were five business items on the agenda for this <br />meeting. <br />The first case was to Introduce Ordinance #25-04 Northstar <br />Truck & RV Parking - Rezoning and Site Plan Review - <br />15861,jarvis StreetNW. The property is split with the <br />western portion in Elk River and Sherburne County and <br />the eastern portion in Ramsey and Anoka County. The <br />applicant's business is leasing out parking spaces for semi - <br />trucks, trailers, RVs, boats and construction equipment. <br />Ramsey City Code does not have a category to accurately <br />describe this business use. Staff's proposed solution is to <br />rezone the property to Planned Unit Development (PUD) <br />to match up with the applicable parts of Elk River's Zoning <br />Code to have a uniform set of rules. Council approved the <br />introduction of the ordinance with a vote of four to three. <br />The second case was to Introduce Ordinance #25-05 Code <br />Amendments to Chapters 2, 10, 26, 105, 106and 109. The <br />proposed ordinance amends Chapters 2, 10, 26, 105, 106and <br />109 of the City Code pertaining to the elimination of Zoning <br />Permits (or similar), updated Code references, updated <br />regulations regarding swimming pools, updated language for <br />clarification and updated language pertaining to financial <br />sureties in development projects. These street segments were <br />selected based on age, pavement maintenance history and <br />Pavement and Surface Evaluation Rating (PASER) values. <br />The City Council unanimously approved the resolution, <br />awarding the project to F1owSeal Surface Maintenance. <br />The fourth case was to Accept Bids and Award Contractfor <br />2025 Pavement Rejuvenation Improvements, Improvement <br />Project #25-10. A total of 9.72 miles of public street <br />segments and two parking lots are proposed to receive <br />pavement rejuvenation. City Council unanimously approved <br />the resolution, awarding the project to Corrective Asphalt <br />Materials, LLC. <br />The final case was to Adopt Charter Recommended <br />Ordinance #25-02 to Amend Chapter 3 of the Charter. The <br />Charter recommended changes include correcting a typo, <br />removing the requirement to read the ordinance aloud and <br />changing the effective date of ordinances to be effective <br />upon publication.
