<br /> <br /> <br />'."" <br />""'\ <br />:,-~ <br /> <br />--,.' <br /> <br /> <br />. <br /> <br /> <br />PUblic Hearing <br />, 4/27/76 <br /> <br />PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF RAMSEY <br />COUNTY OF ANOKA <br />STATE OF MINNESOTA <br /> <br />A public hearing on the interium zoning Ordinance # 76-2 was held <br />on April 27, 1976, at Ramsey El ementary School, 1500b Nowthen Boul evard, <br />Ramsey, MN 55303. <br /> <br />Mayor Cox called the special public hearing to order at 7:30 p.m. <br /> <br />Present: Councilman Gorham <br />Councilman Mickelson <br />Councilwoman Oliphant <br />Councilman Reimann <br />Mayor Cox <br /> <br />Clerk-Treasurer Walker read the notice of. hearing. <br /> <br />Present also: Clerk-Treas. Walker <br />Attorney Goodrich <br />and Engr.Fricke, Planners <br /> <br />Mayor Cox welcomed the public and indicated that they should speak concisely <br />in giving their names and addresses and advance to the podium to be heard. <br /> <br />Cl erk- Treasurer Wa-l ker read the proposed Ordinance 76-2, an i nteri urn ordinance <br />to regulate zoning in the Urban Planning District. <br /> <br />Attorney Goodrich pointed out the area as defined in the ordinance. He <br />also explained the conditional use permit section of the ordinance. <br /> <br />Mayor Cox asked for a concise boundary and whether it incl uded sollie of the <br />industrial area. <br /> <br />Orrin Fricke answered that it does include some,of the industrial area <br />north of the Burlington Northern Railroad tracks and west of Sunfish Lake <br />Boulevard. <br /> <br />Mayor Cox then questioned about incl uding thi~s area in the ordinance in case <br />some industry would want to locate there. <br /> <br />Attorney Goodrich read the present conditional use permit section of the <br />present ord i nance in answer to Mayor Cox IS ques t ion. <br /> <br />Mayor Cox then invited comments from:the public. <br /> <br />Mr. Al Kempf of 15220 St. Francis Boulevard requested a clarification in the <br />actual boundaries as given in the legal description. <br /> <br />Mr. Orrin Fricke answered that the legal description was one of convenience <br />and consistency. The description is the one used in the original moratorium <br />ption. Mr. Fricke then outlined the area on the map for Mr. Kempf and <br />publ i c present. <br /> <br />Mr. Fricke then stated that the ordinance has a real impact on the people , <br />considering any changes within there boundaries, it will affect you immediately. <br /> <br />Mayor Cox asked for any other input. <br /> <br />Mr. Ernie Larsen, 7229 153rd Lane NW, had a question on the platted lots of <br />more than,an acr~ such a 1.3 or 1.4 acres, whether you could build on them <br />or not under the wording of the ordinance. <br /> <br />Orrin Fricke said that maybe they should g6 to 1.8 or 2acres, ther1he <br />suggestedl.B acres as the size. <br />,. -L_ <br /> <br />%- <br />Attorney Goodp;fcli stated that present lots' designated by metes and bounds <br />should be allowed to be built on. <br /> <br />Mr. Ernie Larsen then asked if questions pertaining to ~he entire plan could <br />'be brought up at this hearing. <br /> <br />P.ttorney Goodrich said that those questions should come up later at the hearing <br />for enti re pl an. <br /> <br />" <br /> <br />
