'."-'. ,~, <br /> <br />rY(-~4'l~/ <br /> <br />Special Meeting <br />Cl April 27, 1976 <br /> <br /><} <br /> <br />PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF RAMSEY <br />COUNTY OF ANOKA <br />STATE OF MINNESOTA <br /> <br />..,.. <br /> <br /> <br />A special meeting of the Ramsey City Council was held on April 27, 1976, <br />at Ramsey Elementary School, 15000 Nowthen Boulevard, Ramsey, MN 55303. <br /> <br />Present: Mayor Cox Also Present: <br />Councilman Gorham <br />Councilman Mickelson <br />Councilwoman Oliphant <br />Councilman Reimann <br /> <br />Clerk-Trease Walker <br />Attorney Goodrich <br /> <br />Mayor Cox called the special meeting to order at 8:25 p.m. The purpose <br />of the special meeting is to discuss proposed Ordinance number 76-2., <br /> <br />Mayor Cox asked for input on the change ,of the boundaries. <br /> <br />A legal question was raised whether Councilwoman Oliphant should vote <br />on the issue because she may have a confl ict of interest due to the <br />Rams Gate question. <br /> <br />Attorney Goodrich iQdicated that he didn't see a conflict of intere.st. <br /> <br /> <br />Councilman Gorham discussed including the area west of Sunfish Lake <br />Boulevard and why this area should be included to make them come under the <br />new ordinance. He feltthat none of this area west of Sunfish Lake Boule- <br />vard should be incluQed in the new ordinance. <br /> <br />Orrin Fricke outlined the new area excluding areas as defined by the <br />Council from the map for the Council's consideration. <br /> <br />Attorney Goodri ch stated that the ordinance shoul dread Sectiont.2through . <br />7.5 instead of Sections 7.2 through 7.4. He also stated that the . <br />exemption should read that the single family dwellings are. of a previously <br />platted lot or parcel of one acre or less in size should be exempt from <br />the provisions of this ordinance. . <br /> <br /> <br />discussion: <br /> <br /> <br />Motion by Councilman Gorham, seconded by Councilman Mickelson to adopt <br />Ordinance 76-2 with the changes as indicated by the Council. <br /> <br />Councilwoman 01 iphant gave the following reaSons why she <br />motion. <br />1. <br /> <br />2. <br /> <br />3. <br />4. <br /> <br />5. <br />6. <br /> <br />I feel that trere is no urgency to adopt this ordi.nance <br />time. , <br />I hesitate to adopt the interium ordinance because the public has not <br />had time to review the entire plan. <br />I want to wait until Metro Council revi~w of the plan. <br />The entire CAB sewer projett is up in the air. Brooklyn Park <br />is complaini'l9 abqut the interceptor. <br />No in-depth study has been undertaken of the pl an, <br />Finally, this ordinance states that the guidelines are from the <br />futu~e plan.
