City UPDATE <br />Administrator's Report May 30, 2025 <br />Council Update <br />City Council Highlights <br />May 27, 2025 <br />This regular meeting began with the Public Works <br />Department annual update, which provided an overview of <br />activities and operations completed by staff from June 2024 <br />through May 2025. <br />Following the presentation, the City Council unanimously <br />passed 16 items from the Consent Agenda. <br />Council Business included five cases. <br />The first case was to consider a Conditional Use Permit <br />for Commercial Indoor Recreation for In the Game MN <br />LLC. at 8500 Bunker Lake Boulevard NW, Suite 100. The <br />Game has submitted a land use application for an indoor <br />pickleball and golf simulator business. The plan includes five <br />pickleball courts and three golf simulator bays. The Council <br />unanimously approved the permit. <br />The second case was to Adopt Resolution #25-086, <br />Approving a Conditional Use Permit for a Motor Fuel <br />Station and Car Wash at 8040 Bunker Lake Boulevard <br />NW; Case of Kwik Trip. Kwik Trip has submitted a land <br />use application for the development of a convenience <br />store, a motor fuel station, and a car wash. The Planning <br />Commission recommended approval of the Conditional <br />Use Permit. Council approved the resolution, and <br />construction is expected to begin in the spring of 2026. <br />The next case was to Adopt Resolution #25-115 <br />Approving Purchase Agreement and RORE for Lot 1, <br />Block 7, Waterfront Village, Roers Acquisitions LLC. This <br />case concerns the sale of approximately 3.87 acres of City - <br />owned land for the construction of a 193-unit market -rate <br />apartment project with amenities, as well as a minimum <br />of 5,000 square feet of street -level retail space. Council <br />approved the resolution with a vote of six to one. <br />The fourth case was to Adopt Resolution #25-103 <br />Accepting Bids and Awarding the Contract for MSA Alpine <br />Drive Reconstruction Improvement Project #25-03. This <br />project proposes to reconstruct Alpine Drive NW between <br />Sunfish Lake Boulevard NW (CR 57) and St. Francis <br />Boulevard NW (TH 47). The roads included in this project <br />were originally constructed between 1980-1991. There is an <br />alternate bid to replace the 8-foot trail that runs along this <br />road project. The Council approved the resolution for the <br />base and alternate bid, and the project was awarded to Park <br />Construction Company. <br />The final case was to Adopt Resolution #25-104 Accepting <br />Bids and Awarding Contract for 2025 Neighborhood <br />Pavement Overlay Improvements, Improvement Project <br />#25-07. This project proposes a mill and overlay of 3.5 miles <br />of streets across 8 subdivisions within the City. The plans <br />include an alternate bid to mill and overlay the bituminous <br />trails within The Draw Park.
