<br />. <br /> <br />. <br /> <br />. <br /> <br />BOARD OF REVIEW <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />A meeting of the Board of Review for the City of Ramsey was held Monday, <br />May 21, 1984 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota, 55303. <br /> <br />Members Present: Mayor Thomas Gamec <br />Councilmember Sue Van Wagner <br />Councilmember Al Sorteberg <br />Councilmember Jean Schlueter <br />Councilmember Gary Reimann (arrived at 7 :25 p.m.) <br /> <br />Also Present: <br /> <br />City Administrator Lloyd Schnelle <br />City Assessor Les Wirz <br />Ed Thurston, Anoka County <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the Board of Review to order at 7:00 p.m. and led in <br />the Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />Arnie Cox - 17705 Nowthen Blvd. NW- Mr. Cox stated that he would like to <br />call something to Council's attention that is a gross violation of election <br />process ethics. Mr. Cox stated that there is an election on a proposed <br />charter f9r Ramsey and he has talked to no less than 100 people and they <br />are really not totally aWare of the issue; even some of the people on the <br />Charter Commission don't know what it's all about. Mr. Cox stated he was <br />present at the recent special Council meeting regarding the status of the <br />Charter Commission budget and whether or not there were funds available for <br />the city-wide mailing regarding the election; Charter Commission funds were <br />almost $6,000 to this time for whatever is involved in preparing a charter. <br />The people have not had a chance to know what is going on until 2 or 3 days <br />be;Eorethe election. Mr. Cox stated that he rounded up people and funds in <br />order to prepare a mailout and ad in the Shopper to let people know what is <br />happening. Mr. Cox then presented Council with a copy of his mailout. Mr. <br />Cox stated that he was involved in the City of Ramsey becoming a statutory <br />city and how it represented the people was very much discussed. Ramsey City <br />Council was cautioned not to make an'opinion on the Charter and now a member <br />of the Charter Commission has sent out a mailout to the people with half- <br />truths. Mr. Cox stated that these unfair campaign practices should be <br />investigated by the County Attorney. Mr. Cox questioned what these pro <br />charter election. signs mean that say 'stop city water'; does anybody on <br />Council know of City water coming to Ramsey? <br /> <br />Mayor Gamec replied that city utilities are proposed in the southwest corner <br />of Ramsey and it does not affect existing residential areas. <br /> <br />Mr. Cox stated that these types of signs are lies and Council should request <br />that the County Attorney investigate the matter. Mr. Cox stated that he has <br />people that will testify in court of law that they were told if they didn't <br />vote yes to the charter they would be getting city sewer and water. <br /> <br />BoR/May 2:).., 1984 <br />Page I of 6 <br />
