<br />
<br />The Make the Scene, Keep Ramsey Clean committee has
<br />been named to the Council of 100 for the Keep America
<br />Beautiful system. This means that the Ramsey program is
<br />in the top 20 percent of all the programs in the system.
<br />The Council of 100 is used as a model for new programs
<br />and the improvement of the system communities. Ramsey's
<br />Make the Scene, Keep Ramsey Clean will be required to supp-
<br />ly information to other communities interested in becoming
<br />a Keep America Beautiful Community.
<br />The members of the Committee and the residents of
<br />Ramsey should be commended for their efforts in making
<br />this program a success for Ramsey and a model program
<br />for cities across the nation.

<br />Congratulations! The City of Ramsey has done an excellent
<br />jOb in Waste Reduction. A total of 231 tons was removed
<br />from the waste stream during 1988. The City of Ramsey cer-
<br />tainly accomplished much more than their goal of abating
<br />86 tons from their waste stream. Anoka County and I are
<br />very proud of this achievement.
<br />
<br />The participation of the City of Ramsey in the Keep America
<br />Beautiful program has been very beneficial to the residents
<br />of Ramsey. Your cooperative efforts with the Make the Scene
<br />Keep Ramsey Clean Committee, Ramsey Lions, Jaycees, and
<br />Waste Management, Inc. have produced amazing results.
<br />Collecting 8,300 tires, 344 major appliances, and over 250
<br />batteries has certainly helped keep Ramsey a safer and more
<br />beautiful place to live. You targeted problem materials and
<br />found a solution that could be beneficial to every city in Anoka
<br />County. Seldom do we see a City where over 350 volunteers
<br />work for four weekends on a community project.
<br />
<br />Anoka County is very interested in the results of the your
<br />pilot decentralized chipping program. Wood waste is an in-
<br />creasingly difficult problem for cities to manage. Once again
<br />the City of Ramsey found an innovative way to solve a grow-
<br />ing problem in a prompt and efficient manner.
<br />
<br />Residents of the City of Ramsey also committed many hours
<br />to the Rum River Cleanup. Your innovative and continued
<br />efforts are worthy of much praise.
<br />
<br />I am honored to be representing the City of Ramsey. I am
<br />very pleased and proud of the many wonderful innovative
<br />projects that the city has accomplished. Thank you for your
<br />continued efforts in solving problems in creative and cons-
<br />cientious ways. I look forward to seeing what the future in
<br />waste management holds for Ramsey residents.

<br />CITY RECEIVES APPROVAL TO
<br />
<br />EXPAND MUSA AREA
<br />
<br />On July 13th, the Metropolitan Council approved the Ci-
<br />ty's request to expand the Metropolitan Service Area (MUSA)
<br />by 400 acres. The MUSA is the area defined by regional pOlicy
<br />where public sanitary sewer and other urban services are
<br />provided. Expansion of the MUSA was prompted by a rapidly
<br />decreasing pool of available sewered lots for residential
<br />development within the City. Less than a one year supply
<br />of sewered lots is currently available within the City based
<br />on recent historical rates of housing development.
<br />The greatest land use demand continues to be residential
<br />development. New subdivision proposals are currently be-
<br />ing reviewed by the City for nearly 165 acres of the expand-
<br />ed service area. At antiCipated housing starts, this would
<br />provide a three to five year supply of sewered lots.
<br />The 400 acre expansion of the MUSA is somewhat uni-
<br />que since large expansions have generally not been approv-
<br />ed by Metropolitan Council. The City committed, however,
<br />to comply with regional pOlicies regarding revisions to on
<br />site septic systems regulations and rural area densities as
<br />a condition of the expansion. The revisions to the City's on
<br />site system ordinance will include prohibiting seepage pits
<br />(in practice these have not been approved for several years),
<br />prohibiting common septic systems within the MUSA, and
<br />more stringent conditions for development of systems on
<br />rapidly permeable soils.
<br />The major change affecting the City will be complying with
<br />the regional pOlicy of limiting residential'development to four
<br />dwelling units per forty acres in the "rural" area of the Ci-
<br />ty. The minimum lot size, however, will continue to be 2.5
<br />acres in the rural area unless the City determines that larger
<br />lot sizes may be more suitable in certain areas of the City.
<br />While the City has agreed to comply with this requirement,
<br />it has made its position clear to the Metropolitan Council that
<br />it does not agree with this regional policy, and will be work-
<br />ing with other metropolitan communities to change it.
<br />A public information meeting has been tentatively schedul-
<br />ed for Monday, August 28th to explain to landowners the
<br />options for development which are available. Basically, plats
<br />which have received preliminary approval by January 1, 1990
<br />will be allowed to develop at 2.5 acre densities. After January
<br />1, new development will be limited to four units in 40 acres.

<br />RAMSEY'S FIRST FIRE TRUCK
<br />
<br />HAS ARRIVED!
<br />
<br />The Ramsey Fire Department's first fire truck has arrived.
<br />It's a 3/4 ton Ford pick-up with a slide-in tank and an 11
<br />horsepower pump. Beginning August 1, the fire rig will be
<br />used to assist the Anoka and Elk River fire departments fight
<br />grass fires in the Ramsey area.
<br />Ramsey's Fire Department currently has 25 firefighters on
<br />the roster. The Department needs more daytime volunteer
<br />firefighters. The requirements for volunteer firefighters are
<br />that you live or work within 6 miles of the Ramsey Fire
<br />Department, are a non-smoker and pass a medical physical,
<br />the cost of which is paid for by the City. If you would like
<br />to know more about becoming a volunteer firefighter, call
<br />Fire Chief Bruce Hoeke at 427-1410.

<br />Three college interns have been added to the Ramsey staff
<br />for the summer to assist in various projects. University of Min-
<br />nesota students Rob Mossman (left) and Angie Hass (center)
<br />are working on the decentralized brush chipping program.
<br />Mark Forehand is a student of Stanford University in Califor-
<br />nia and is compiling a homeowners handbook for distribu-
<br />tion to all Ramsey residents.

<br />a vacancy on its Economic Development Commission. The
<br />position requires a minimum of one morning meeting per
<br />month. Ramsey residents interested in serving on the Com-
<br />mission are requested to submit a letter of application by
<br />5:00 p.m., Friday, August 4,.1989 to the Ramsey Municipal
<br />Center, 15153 Nowthen Blvd. NW., Ramsey, Minnesota
<br />55303. The letter should contain the applicant's name, ad-
<br />dress, telephone number, work experience, education, and
<br />any experience in municipal affairs. In addition, applicants
<br />should include a statement listing their reasons for seeking
