This means that the Ramsey program is
in the top 20 percent of all the programs in the system.
The Council of 100 is used as a model for new programs
and the improvement of the system communities. Ramsey's
Make the Scene, Keep Ramsey Clean will be required to supp-
ly information to other communities interested in becoming
a Keep America Beautiful Community.
The members of the Committee and the residents of
Ramsey should be commended for their efforts in making
this program a success for Ramsey and a model program
for cities across the nation.

...and County Recogniton

"Dear Gary: (Mayor Reimann)

Congratulations! The City of Ramsey has done an excellent
jOb in Waste Reduction. A total of 231 tons was removed
from the waste stream during 1988. The City of Ramsey cer-
tainly accomplished much more than their goal of abating
86 tons from their waste stream. Anoka County and I are
very proud of this achievement.

The participation of the City of Ramsey in the Keep America
Beautiful program has been very beneficial to the residents
of Ramsey. Your cooperative efforts with the Make the Scene
Keep Ramsey Clean Committee, Ramsey Lions, Jaycees, and
Waste Management, Inc. have produced amazing results.
Collecting 8,300 tires, 344 major appliances, and over 250
batteries has certainly helped keep Ramsey a safer and more
beautiful place to live. You targeted problem materials and
found a solution that could be beneficial to every city in Anoka
County. Seldom do we see a City where over 350 volunteers
work for four weekends on a community project.

Anoka County is very interested in the results of the your
pilot decentralized chipping program. Wood waste is an in-
creasingly difficult problem for cities to manage. Once again
the City of Ramsey found an innovative way to solve a grow-
ing problem in a prompt and efficient manner.

Residents of the City of Ramsey also committed many hours
to the Rum River Cleanup. Your innovative and continued
efforts are worthy of much praise.

I am honored to be representing the City of Ramsey. I am
very pleased and proud of the many wonderful innovative
projects that the city has accomplished. Thank you for your
continued efforts in solving problems in creative and cons-
cientious ways. I look forward to seeing what the future in
waste management holds for Ramsey residents.

Sincerely,
Natalie Haas Steffen
County Commissioner

f\f
-..--
/'

~

'.

The newest addition to Ramsey City Staff is Secretary, Jo Ann
Thieling

Ramsey Resident
Ramsey Municipal Center
15153 Nowthen Blvd. NW
Ramsey, MN 55303

[J

CITY RECEIVES APPROVAL TO

EXPAND MUSA AREA

On July 13th, the Metropolitan Council approved the Ci-
ty's request to expand the Metropolitan Service Area (MUSA)
by 400 acres. The MUSA is the area defined by regional pOlicy
where public sanitary sewer and other urban services are
provided. Expansion of the MUSA was prompted by a rapidly
decreasing pool of available sewered lots for residential
development within the City. Less than a one year supply
of sewered lots is currently available within the City based
on recent historical rates of housing development.
The greatest land use demand continues to be residential
development. New subdivision proposals are currently be-
ing reviewed by the City for nearly 165 acres of the expand-
ed service area. At antiCipated housing starts, this would
provide a three to five year supply of sewered lots.
The 400 acre expansion of the MUSA is somewhat uni-
que since large expansions have generally not been approv-
ed by Metropolitan Council. The City committed, however,
to comply with regional pOlicies regarding revisions to on
site septic systems regulations and rural area densities as
a condition of the expansion. The revisions to the City's on
site system ordinance will include prohibiting seepage pits
(in practice these have not been approved for several years),
prohibiting common septic systems within the MUSA, and
more stringent conditions for development of systems on
rapidly permeable soils.
The major change affecting the City will be complying with
the regional pOlicy of limiting residential'development to four
dwelling units per forty acres in the "rural" area of the Ci-
ty. The minimum lot size, however, will continue to be 2.5
acres in the rural area unless the City determines that larger
lot sizes may be more suitable in certain areas of the City.
While the City has agreed to comply with this requirement,
it has made its position clear to the Metropolitan Council that
it does not agree with this regional policy, and will be work-
ing with other metropolitan communities to change it.
A public information meeting has been tentatively schedul-
ed for Monday, August 28th to explain to landowners the
options for development which are available. Basically, plats
which have received preliminary approval by January 1, 1990
will be allowed to develop at 2.5 acre densities. After January
1, new development will be limited to four units in 40 acres.

Refer to map on page 4
for illustration of MUSA Expansion.

~ 11,1
'?'-- '- itiI6J I
,I I I _~L.~..,.,.~a-
~
",-, ,~ -,..
