The bond proposal is itemized as follows: <br /> <br />a) Construction of a 4th high school $38,000,000 <br />b) Coon Rapids Senior High School Field House $ 7,000,000 <br />c) Coon Rapids Senior High School Cafeteria $ 2,600,000 <br />d) Bring current Coon Rapids Senior High School building to current code $ 1,400,000 <br /> <br />While it is impossible to project the exact effect on an individual's tax bill, the projections for homestead <br />property owners in an average city in our District are as follows: <br /> <br />Assessors Annual Monthly <br />Market Value Increase Increase <br />$ 50,000 $ 9.00 $ .75 <br />75,000 29.00 2.42 <br />100,000 40.00 3.33 <br />125,000 55.00 4.58 <br />150,000 69.00 5.75 <br />200,000 99.00 8.25 <br /> <br />Because projected student populations are expected to outgrow the District 11 's buildings by the middle <br />1990's, a fourth high school has been proposed as a solution to accommodating future enrollment numbers. <br />These conditions are largely at the elementary level. It is expected that the plan to build a new high school <br />and restructuring the grade levels (K-5; 6-8; 9-12) will allow for the enrollment surge from elementary up <br />through the higher grades. The restructuring consists of relocating 6th grades to middle schools. <br /> <br />Based on the fact that the majority of the population growth is on the Hennepin County side of District #11, <br />the task force has recommended that if the bond passes, the site for the 4th high school be in Champlin. <br />It is proposed that the new school would be planned and built taking into consideration possible decreases <br />in enrollment in the long-term future and it would be designed to not only house high school students but <br />elementary and middle school students as well, if the need ever arises. <br /> <br />Some alternatives to constructing a new high school to accommodate enrollment numbers are: <br /> <br />a) Split school shifts <br />b) Transporting students to rented sites <br />c) Use of portable buildings <br /> <br />An informational meeting will be held on October 25 at 7:00 p.m. at the Ramsey Elementary School regar- <br />ding the bond issue. <br /> <br />NOTE: Regular precinct polling places will not be open on Tuesday, November 7. All precincts in Ramsey <br />are being asked to vote at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W. The proposed improvement consists of ex- <br />tending 153rd Avenue N.W. from Nowthen Blvd. <br />N.W. (Cty. Rd. #5) to Ramsey Blvd. N.W. (Cty. Rd. <br />#56). <br />Part of the consideration process included <br />preparation of an Environmental Assessment <br />Worksheet (EAW). In September, the EAW was an- <br />nounced as being completed and available for <br />review and comment. <br />The City did receive three comments regarding the <br />EAW. As a result of those comments, no significant <br />impacts were determined to exist that could not be <br />mitigated relating to the proposed project. On Oc- <br />tober 10, the City Council approved the Findings of <br />Fact relating to the EAW and found no significant <br />impact to exist. That action allows the City to pro- <br />ceed with right-of-way acquisition and preparation <br />of construction plans. <br /> <br />GOOD NEIGHBORS <br /> <br />The City of Elk River is our next door neighbor just <br />upstream on the Mississippi River. For some time <br />now, that community has been struggling with <br />transportation and safety issues related to Highway <br />#101 connecting U.S. Highway #10 to Interstate #94 <br />at Rogers, Minnesota. That highway has been the <br />site of many deaths and injuries to the traveling <br />public. More recently, Elk River has suffered the loss <br />of individuals at poorly constructed railroad cross- <br />ings of the Burlington Northern Railroad. <br />On Thursday, October 12, 1989, Elk River hosted <br />a safety hearing before Governor Perpich and <br />several representatives from the Department of <br />Transportation. As a good neighbor, the City of <br />Ramsey was represented at that hearing, suppor- <br />ting the efforts of the Elk River community to find <br />solutions to their growing transportation and safety <br />needs. <br />Like Elk River, the City of Ramsey also has <br />transportation and safety needs that are being ad- <br />dressed by the City Council and the City's legislative <br />representatives. What we learned from this is that <br />wherever we go we find responsible local govern- <br />ment leadership vying for limited resources to solve <br />important problems.
