Printed on
Recycled Paper

VOLUME 5, NUMBER 1

1990 CENSUS COMING SOON

The 1990 Census will be the 21 st in our nation's
history, and the largest and most complex ever
undertaken. The purpose of the census is to provide
population counts needed to apportion seats in the
U.S. House of Representatives, determine state
legislative district boundaries and meet critical na-
tional data needs for the next 10 years. Census in-
formation has a broad spectrum of uses, some of
which include providing a data base on which to
base allocation of funds from federal grant programs,
assessing the need for developing or expanding low-
!ncom~ hous, ing programs, identifying areas requir-
Ing child assistance programs, assessing the need
for equal employment opportunity programs or pro-
grar,ns to ~educe unemployment, development of
social services programs and analyzing social and
economic trends.
The information collected in the census is strictly
confidential. The law does not allow welfare agen-
cies, Immigration and Naturalization Service, Inter-
~al ~e,-:,enue Service, courts, p~lic~, the military - any
institution or anyone - to obtain Information show-
ing how you answered the census questionnaire.
The United States Supreme Court has ruled that in-
dividual answers are absolutely confidential. The
1990 Census records will be held confidential for 72
years (until the year 2062). Census Bureau
employees take an oath to keep individual answers
to the questionnaire confidential and face $5,000 in
fines and five years in prison for breaking this con-
fidence. The questionnaire does not ask for an in-
dividual's Social Security number; the only reason
names and addresses are asked is to make sure that
no one is missed, or anyone is counted more than
once.
The Census Bureau tallies only answers to ques-
tions on an individual's form along with answers to
the same questions from all other census forms. This
creates statistical totals for geographic areas. It is
these numeric totals, not personal answers, that are
then published and put to thousands of uses.

RAMSEY RESIDENT REPORT

At least once a month, the City of Ramsey will be
airing a program on Cable T.V. However, if you are tired of muddy
or dusty streets in your area and wish to have your
streets paved in 1990, now is the time to start plan-
ning for the upcoming construction season.
The first step in starting a street improvement pro-
ject is to petition the City Council for the improve-
ment. Petition forms can be obtained at City Hall bet-
ween the hours of 8:30 and 5:00 p.m., Monday
through Friday. Petitions must be signed by owners
of not less than 35 percent of the property abutting
the proposed improvement.
Following the receipt of the petition the City will
ha,,:,e its Ci,tY Engi~eer prepare a feasibility report
which provides estimated costs and information re-
quired to hold a public hearing. All affected proper-
ty owners will be notified prior to the public hearing
by mail and given an opportunity to ask questions
or comment on the project at the public hearing.
F.ollowing the public hearing, the City Charter pro-
vides for a 60 day waiting period in which the pro-
per~y owners may petition either for or against the
proJect.
. If the maj.ority of the property owners favor the pro-
Ject, following the 60 day waiting period, the City
Council will order plans and specifications and take
bids for the improvement. After bids are received the
City Council can award a contract provided that the
bids are within 10 percent of the City Engineer's
feasibility estimate.
The entire process preceding the construction
takes 5 to 6 months. Therefore, petitions for im-
provements to be completed in 1990 should be
received at City Hall by February 20, 1990. Anyone
having questions or wishing to obtain a petition form
for an improvement project should contact James
Gromberg at City Hall.

* * * * * * * * * * * * * * *

-1c Featured Articles -1c

-1c 1990 Census........................ 1 -1c
-1c Annual Pancake Breakfast............. 1 -1c
Saving & Investment Options. . . . . . . . . . .2
-1c Opportunity for Personal Growth.. . . . . . .3 -1c
-1c Snowmobile Regulations..,............ 4 -1c

* * * * * * * * * * * * * * *

CAR-RT -SRT
BULK RATE
U.S. POSTAGE
PAID
PERMIT NO. 131
ANOKA, MN 55303
