<br />1990 CENSUS COMING SOON
<br />
<br />The 1990 Census will be the 21 st in our nation's
<br />history, and the largest and most complex ever
<br />undertaken. The purpose of the census is to provide
<br />population counts needed to apportion seats in the
<br />U.S. House of Representatives, determine state
<br />legislative district boundaries and meet critical na-
<br />tional data needs for the next 10 years. Census in-
<br />formation has a broad spectrum of uses, some of
<br />which include providing a data base on which to
<br />base allocation of funds from federal grant programs,
<br />assessing the need for developing or expanding low-
<br />!ncom~ hous,ing programs, identifying areas requir-
<br />Ing child assistance programs, assessing the need
<br />for equal employment opportunity programs or pro-
<br />grar,ns to ~educe unemployment, development of
<br />social services programs and analyzing social and
<br />economic trends.
<br />The information collected in the census is strictly
<br />confidential. The law does not allow welfare agen-
<br />cies, Immigration and Naturalization Service, Inter-
<br />~al ~e,-:,enue Service, courts, p~lic~, the military - any
<br />institution or anyone - to obtain Information show-
<br />ing how you answered the census questionnaire.
<br />The United States Supreme Court has ruled that in-
<br />dividual answers are absolutely confidential. The
<br />1990 Census records will be held confidential for 72
<br />years (until the year 2062). Census Bureau
<br />employees take an oath to keep individual answers
<br />to the questionnaire confidential and face $5,000 in
<br />fines and five years in prison for breaking this con-
<br />fidence. The questionnaire does not ask for an in-
<br />dividual's Social Security number; the only reason
<br />names and addresses are asked is to make sure that
<br />no one is missed, or anyone is counted more than
<br />once.
<br />The Census Bureau tallies only answers to ques-
<br />tions on an individual's form along with answers to
<br />the same questions from all other census forms. This
<br />creates statistical totals for geographic areas. It is
<br />these numeric totals, not personal answers, that are
<br />then published and put to thousands of uses.

<br />RAMSEY RESIDENT REPORT
<br />
<br />At least once a month, the City of Ramsey will be
<br />airing a program on Cable T.V. Channel 33 called
<br />the "Ramsey Resident Report." You can refer to the
<br />Channel 33 Bulletin Board for exact dates and times
<br />when the Ramsey Resident Report will be broadcast.
<br />In addition to keeping current with issues in your own
<br />communit~,. you will also be able to view programs
<br />from the Cities of Andover, Anoka and Champlin on
<br />Channel 33.
<br />The Ramsey Resident Report has been design-
<br />ed to focus on local issues affecting the City of
<br />Ramsey and it's residents. Guests may include
<br />Mayor Reimann, Councilmembers, members of Ci-
<br />ty Staff, or citizens of the community.
<br />The: program that wil.1 be airing in February will be
<br />fOCUSing on the CounCil update. Some of the issues
<br />that will be discussed will be expectations for the
<br />1990's, items from the January 23rd City Council
<br />Meeting, items scheduled for subsequent City Coun-
<br />cil meetings, 4 in 40 density zoning, the 153rd
<br />Avenue east/west corridor, and other issues affec-
<br />ting the City of Ramsey.
<br />. Programs in upcoming months will address recycl-
<br />Ing efforts, services offered by the City, code en-
<br />forcement, environmental issues, and other topics
<br />of interest. If you have ideas for future programs or

<br />MUDDY OR DUSTY STREETS
<br />
<br />You may think that spring and warm weather are
<br />a long way off. However, if you are tired of muddy
<br />or dusty streets in your area and wish to have your
<br />streets paved in 1990, now is the time to start plan-
<br />ning for the upcoming construction season.
<br />The first step in starting a street improvement pro-
<br />ject is to petition the City Council for the improve-
<br />ment. Petition forms can be obtained at City Hall bet-
<br />ween the hours of 8:30 and 5:00 p.m., Monday
<br />through Friday. Petitions must be signed by owners
<br />of not less than 35 percent of the property abutting
<br />the proposed improvement.
<br />Following the receipt of the petition the City will
<br />ha,,:,e its Ci,tY Engi~eer prepare a feasibility report
<br />which provides estimated costs and information re-
<br />quired to hold a public hearing. All affected proper-
<br />ty owners will be notified prior to the public hearing
<br />by mail and given an opportunity to ask questions
<br />or comment on the project at the public hearing.
<br />F.ollowing the public hearing, the City Charter pro-
<br />vides for a 60 day waiting period in which the pro-
<br />per~y owners may petition either for or against the
<br />proJect.
<br />. If the maj.ority of the property owners favor the pro-
<br />Ject, following the 60 day waiting period, the City
<br />Council will order plans and specifications and take
<br />bids for the improvement. After bids are received the
<br />City Council can award a contract provided that the
<br />bids are within 10 percent of the City Engineer's
<br />feasibility estimate.
<br />The entire process preceding the construction
<br />takes 5 to 6 months. Therefore, petitions for im-
<br />provements to be completed in 1990 should be
<br />received at City Hall by February 20, 1990. Anyone
<br />having questions or wishing to obtain a petition form
<br />for an improvement project should contact James
<br />Gromberg at City Hall.
