<br />PUBLIC IMPROVEMENTS?
<br />
<br />Are you tired of muddy or dusty streets in your
<br />area? Would you like your streets paved in 19917
<br />~f so, now is t~e time to start planning for the upcom-
<br />Ing construction season.
<br />, T~e first s~~p in starting a public improvement pro-
<br />Ject IS to petition the City Council to consider the im-
<br />provement. Petition forms can be obtained at City
<br />Hall between the hours of 8:30 a.m. and 5:00 p.m.,
<br />Monday through Friday. Petitions must be signed by
<br />owners of not less than 35 percent of the property
<br />abutting the proposed improvement.
<br />Following the receipt of the petition the City Coun-
<br />cil will authorize the City Engineer to prepare a
<br />feasibility study which provides estimated costs and
<br />information required to hold a public hearing. Council
<br />will then receive the feasibility report and schedule
<br />a public hearing regarding the proposed improve-
<br />ment project. All affected property owners will be
<br />notified of a public hearing by mail and given an op-
<br />portunity to ask questions or comment on the pro-
<br />ject at the public hearing.
<br />, Following the public hearing, the City Charter pro-
<br />vides for a 60 day waiting period in which the pro-
<br />per~y <;>wners may petition for or against the project.
<br />If within that 60 day waiting period, a majority of the
<br />property owners submit a petition opposing the pro-
<br />ject, the project is denied and cannot be recon-
<br />sidered again in its same format for a period of one
<br />year. If a majority of the property owners favor the
<br />project, the City Council will order plans and
<br />specifications and authorize City staff to advertise
<br />for bids for the project. After bids are received, the
<br />City Council can award a contract provided that the
<br />bids are within 10 percent of the City Engineer's
<br />feasibility estimates.
<br />The entire process preceding the construction of
<br />the requested improvements takes 5 to 6 months.
<br />Therefore, petitions for improvements to be com-
<br />pleted in 1991 should be received at City Hall by the
<br />e':ld . of Febru~ry. Anyone having questions or
<br />WIS~lng to obtain a petition form for an improvement

<br />tree will be used as mulch to help protect the parks
<br />from erosion and drought and will provide valuable
<br />fertilizer.

<br />CONSTRUCTION COMPLETE
<br />
<br />The Rum River Bridge project was a joint effort
<br />between Anoka County and the cities of Ramsey and
<br />Anoka. Construction began in the fall of 1989 and
<br />was scheduled for completion in the spring of 1991.
<br />The mild 1989-90 winter allowed the project to be
<br />completed ahead of schedule and the dedication
<br />ceremonies were held on December 4, 1990.

<br />AND CITY MEETINGS
<br />
<br />The City of Ramsey airs a program on Cable T.V.
<br />called the "Ramsey Resident Report". The program
<br />will be broadcast on Channel 33 on Tuesdays at
<br />10:00 a.m. and 5:00 p.m. and on Channel 16 on
<br />Mondays at 7:00 p.m. and Thursdays at 10:30 a.m.
<br />The Ramsey Resident Report has been designed to
<br />focus on local issues affecting the City of Ramsey
<br />and it~ residents. Guests may include the Mayor,
<br />Councllmembers, members of City Staff, or citizens
<br />of the community. Programs in upcoming months will
<br />address recycling efforts, services offered by the Ci-
<br />ty, code enforcement, environmental issues, and
<br />other topics of interest. If you have ideas for future
<br />programs or topics that you would like discussed,
<br />please contact Mark Lundeen at 427-1411.
<br />Als<:" the meetings of the Ramsey City Council,
<br />Planning and Zoning Commission and Park and
<br />Recreation Commission are broadcast live on chan-
<br />ne116. The Ramsey City Council meets the second
<br />and f~urth Tuesday of every month at 7:30 p.m.; the
<br />Plannrng and Zoning Commission meets the first
<br />Tuesday of each month at 7:30 p.m.; and the Park
<br />and Recreation Commission meets the second
<br />Thursday of each month at 7:00 p.m. (Note that in
<br />January of 1991, the Planning and Zoning Commis-
<br />sion will be meeting on Wednesday, January 2nd).
<br />If you are not able to watch the broadcasts the
<br />meetings will be played back at scheduled times dur-
<br />ing the month. That schedule is as follows: The first
<br />Council meeting of the month is played back on
<br />Channel 16 the second Wednesday of the month
<br />and the third Saturday of the month. The Second
<br />Council meeting of the month is played back on
<br />Channel 16 the fourth Wednesday and fourth Satur-
<br />d~y <;>f the m~:>nt~. The Planning and Zoning Com-
<br />mission meeting IS played back the first Wednesday
<br />and first Saturday of the month on channel 16. The
<br />Park and Recreation meeting is played back the se-
<br />cond Saturday and the third Wednesday of the
<br />month. All meeting playbacks on Wednesdays are
<br />scheduled for 9:00 a.m., 1 :00 p.m. and 5:00 p.m. All
<br />meeting playbacks on Saturdays are scheduled for
<br />10:00 a.m. and 7:00 p.m.
<br />In addition to keeping current with issues in your
<br />own community, you will also be able to view pro-
<br />grams from the Cities of Andover, Anoka and
<br />Champlin on Channel 33. You can refer to the Chan-
<br />nel 33 Bulletin Board for exact dates and times.

<br />All City rinks are flooded on a regular basis. Rinks
<br />will not be flooded during the following conditions:

<br />Extreme cold weather
<br />Extreme warm weather
<br />High winds

<br />Police Department s regular patrol and the rink at-
<br />tendants are schooled in First Aid and emergency
<br />procedures.
