Would you like your streets paved in 19917
~f so, now is t~e time to start planning for the upcom-
Ing construction season.
, T~e first s~~p in starting a public improvement pro-
Ject IS to petition the City Council to consider the im-
provement. Petition forms can be obtained at City
Hall between the hours of 8:30 a.m. and 5:00 p.m.,
Monday through Friday. Petitions must be signed by
owners of not less than 35 percent of the property
abutting the proposed improvement.
Following the receipt of the petition the City Coun-
cil will authorize the City Engineer to prepare a
feasibility study which provides estimated costs and
information required to hold a public hearing. Council
will then receive the feasibility report and schedule
a public hearing regarding the proposed improve-
ment project. All affected property owners will be
notified of a public hearing by mail and given an op-
portunity to ask questions or comment on the pro-
ject at the public hearing.
, Following the public hearing, the City Charter pro-
vides for a 60 day waiting period in which the pro-
per~y <;>wners may petition for or against the project.
If within that 60 day waiting period, a majority of the
property owners submit a petition opposing the pro-
ject, the project is denied and cannot be recon-
sidered again in its same format for a period of one
year. If a majority of the property owners favor the
project, the City Council will order plans and
specifications and authorize City staff to advertise
for bids for the project. After bids are received, the
City Council can award a contract provided that the
bids are within 10 percent of the City Engineer's
feasibility estimates.
The entire process preceding the construction of
the requested improvements takes 5 to 6 months.
Therefore, petitions for improvements to be com-
pleted in 1991 should be received at City Hall by the
e':ld . of Febru~ry. Anyone having questions or
WIS~lng to obtain a petition form for an improvement
project should contact James Gromberg at City Hall
(427-1410).

RECYCLE YOUR

CHRISTMAS TREE

December 26-January 4
Be chipper this season!!
Bring your used Christmas tree to one of
Ram~~y's ha~dy tree recycling centers.
