It will run from November 15 through
January 2.
All State vehicles, including State Police as well as city
vehicles in Minneapolis and St. Paul will have Red Ribbons
supplied by MADD to tie on their cars. All police departments
in Anoka County have also agreed to participate in the pro-
gram. Anoka County vehicles will carry Red Ribbons as well.
The private sector is also involved in the program. A
number of major corporations including U.S. West, NSP,
Minnegasco, and Abbott-Northwestern will have Red Ribbons
for their company cars and for distribution to their
employees.
The campaign kick-off will be November 15, 1988. The
Governor, the Mayors from St. Paul and Minneapolis, Col-
onel Roger Ledding from the Minnesota State Police and Paul
Tschida, Commissioner of Public Safety are among the
dignitaries expected at the press conference.
Med-Centers, through Bozel Jacobs Public Relations Firm,
will sponsor a Holiday package to be distributed through three
liquor concerns and Med Center locations. The added Chapter would also
provide for details such as how appointments are made,
duties of a Chief of Police, duties of officers, conduct re-
quirements of officers, and a method for establishing rules
and regulations for the Department.
Due to statutory (State Law) requirements regarding
deadlines for having information submitted for inclusion on
the absentee ballots, the question could not be placed on
the November general election ballot. Consequently, unless
the City Council unanimously adopts the proposed charter
amendment upon the recommendation of the Charter Com-
mission, a special election must be held to consider the
question.
The Charter Commission met on October 20, made some
minor language modifications to the proposed charter
amendment and recommended that City Council adopt the
amendment in order to forego the cost of a special election.
Prior to Council adoption of the Charter amendment, the
peitition circulating committee must agree to the modifica-
tions to the proposed amendment. Members of that com-
mittee were present at the October 25th Council meeting
stating their agreement with the modifications. City Council
then voted unanimously to introduce the ordinance to amend
the City Charter to include a chapter entitled' 'Police Depart-
ment. "
On November 15, the City Council scheduled a Public hear-
ing for December 13th at 7:30 p.m. regarding the proposed
Charter Amendment. Council will have the opportunity to
adopt that amendment following the public hearing. By a
unanimous vote, the Charter would then be amended pro-
vided over a period of 60 days a petition is not received from
at least 2% of the registered voters opposing the amend-
ment. If there is opposition, the amendment must go to a
vote of the public.
For your information, the following is the proposed amend-
ment to the City Charter:

Section 13.01. Department Created. A police department for
the City shall forthwith be established as permanent and shall
consist of a Chief of Police and such other officers and
members as may be provided for by the Council.

Section 13.02. Appointments. The Chief of Police shall be
appointed by the Council. All other appointments to or pro-
motions within the department shall be made as provided
by law.
Section 13.03. Rank. The Chief of Police shall be the head
of the department and have supervision over all officers and
members therof.

Section 13.04. Duties of Chief. The Chief of Police shall keep
such records and make such reports concerning the activities
of the police department as may be required by Statute or
by the Ctiy Council. The Chief shall be responsible for the
performance by the pOlice department of its functions, and
all persons who are members of the police department shall
serve subject to the orders of the Chief of Police.

Section 13.03. Duties. It shall be the duty of the officers of
the police department to see to the enforcement of all of
the ordinances of the City and all statutes applicable therein,
and to preserve order and prevent infractions of the law and
arrest violators thereof.

(Continued on page 4)

POSTAL CUSTOMER

COUNCIL ADOPTS

SNOWMOBILE ORDINANCE

By: Chief Auspos

In this issue of the Newsletter you will find the text of the
new Snowmobile ordinance which becomes effective
December 18, 1988. I would like to make a few comments
on it for explanatory purposes and also because I like to read
myself in print!

This came about because of the' 'bull elephant" (related to
the previously referred to "bull-buffalo" type) type that just
insisted on doing nothing but wreaking havoc with
snowmobiles tearing up and down streets, into peoples yards
and generally being stupid in their behavior. While some may
think this too harsh, there was pressure, believe me, to not
allow snowmobiles on any streets in Ramsey in order to rid
the city of the B.E.'s (see above). This ordinance is, I believe,
a fair compromise which still recognizes the legitimacy of
snowmobiling as a recreational activity but also respects the
public safety aspect and, hopefully, lowers the nuisance im-
pact. We will be enforcing it strictly and, because of the
Newsletter advertising, there will be only a short "warning"
period before tags are issued and machines towed. We will
have copies of the ordinance at the city hall and also copies
of the Department of Natural Resources informational pam-
phlet which spells out the State Laws applying to
snowmobiles. There should then be no reason for all
owners/riders of snowmobiles not to be aware of the rules
and regulations that must be followed.

Please obey the rules. They are there for your safety also.
Thank you.

110.011 Purpose:
The purpose of this section is to provide reasonable
regulations for the use of snowmobiles on public and
private property in the City of Ramsey. This section is
not intended to allow what the Minnesota State Statutes
expressly prohibit nor to prohibit what the State Statutes
allow. It is intended to prevent a public nuisance.

110.012 Incorporation of State Statute:
Any person operating a snowmobile within the City of
Ramsey, unless provided otherwise herein, shall be sub-
ject to the provisions of Minnesota Statutes, Section 84.81
through 84.929, inclusive, as amended, and the regula-
tions of the Commissioner of Natural Resources, "Com-
missioner" adopted pursuant thereto.

110.013 Definitions:
For the purposes of this section, the definitions listed
below shall be construed as follows:
a. CITY shall mean the City of Ramsey, Anoka County,
Minnesota.
b. COUNCIL shall mean the City Council of the City of
Ramsey.
c. DEADMAN THROTTLE or SAFETY THROTTLE shall
mean a device which when pressure is removed from
the engine accelerator or throttle, causes the motor
to disengage from the driving mechanism.
d. OPERATE shall mean to ride in or on, and control the
operation of a snowmobile.
e. OPERATOR shall mean every person who operates,
or is in actual physical control of a snowmobile.
f.
