<br />FOR A SKI HILL AT THE
<br />
<br />ANOKA REGIONAL LANDFILL
<br />
<br />On February 9, 1988 Council was presented with
<br />an ?utline of issues that are proposed to be address-
<br />ed In Waste Management of Minnesota, Inc.'s pro-
<br />posal for development of a ski hill at the Anoka
<br />Regional Landfill.
<br />The objectives of that proposal are to create a
<br />recreational facility in Ramsey, which includes an
<br />alternative plan in the event a ski hill is not permit-
<br />ted by other agencies; provide for environmentally
<br />sound expansion of the landfill; develop an exten-
<br />sion of 153rd Avenue across Waste Management's
<br />property; provide for Ramsey's cooperation in Waste
<br />Management's efforts to obtain the necessary ap-
<br />provals from other governmental agencies for expan-
<br />sion of the existing landfill that includes certain en-
<br />vironmental amenities.
<br />Council directed City Staff to continue discussions
<br />and negotiations with Waste Management of Min-
<br />nesota, Inc. to come up with a proposed agreement
<br />between Ramsey and Waste Management for the
<br />development of a recreational facility in Ramsey.
<br />That document is scheduled to be presented to
<br />Council for their consideration on Wednesday,
<br />February 24; that Council meeting begins at 7:30
<br />p.m.
<br />(NOTE: The normal Council meeting schedule
<br />would have been to meet on Tuesday, February 23
<br />but that is caucus night and no public meetings may
<br />take place after 6:00 p.m.)

<br />IN RAMSEY
<br />
<br />The grand opening for the Rum River branch of
<br />the Anoka County Library in Ramsey is set for Satur-
<br />day, March 5th. The library will begin service after
<br />the 11 :00 a.m. ribbon cutting. There will also be
<br />refreshments available until 2:00 p.m. The Rum
<br />River Branch will be located in the Rum River Plaza
<br />Shopping Center at 167th and Highway 47. Equip-
<br />ment and books are currently being ordered for the
<br />2,500 square foot branch.
<br />The branch will offer a weekly pre-school
<br />story time, books and magazines for all age groups
<br />and audio visual materials, including video and audio
<br />cassettes and phonograph records. It will be open
<br />more than 40 hours per week, including Saturdays
<br />and two evenings each week.
<br />It is hoped that this new facility will meet most of
<br />the community's needs and that the residents will
<br />take full advantage of it's services.

<br />CITY RECEIVES FUNDS FOR
<br />
<br />PARK DEVELOPMENT
<br />
<br />The City has received approval of a $40,000 grant
<br />from the Minnesota Department of Trade and
<br />Economic Development, Outdoor Recreation Grants
<br />Division, to assist in the development of River's Bend
<br />Park. The City is required to match these funds for
<br />developing athletic facilities in River's Bend Park.
<br />River's Bend Park is located in the southeast cor-
<br />ner of the City east of State Highway 47 in an ox-
<br />bow of the Rum River. The City is planning to
<br />develop this park as a multiple use, community park
<br />facility. The northern portion of the park (approx-
<br />imately 26 acres) will be developed as an active use
<br />area. Planned improvements for this area include
<br />ball/soccer fields, site improvements, tennis courts,
<br />access road and parking area and landscaping.
<br />An informational meeting on these improvements
<br />will be held by the Ramsey Park and Recreation
<br />Commission on Thursday, March 10, 1988 at 7:00
<br />p.m. at the Ramsey Municipal Center, 15153
<br />Nowthen Boulevard N.W.

<br />COUNCIL SETS

<br />SNOWMOBILE LIMITS
<br />
<br />This year the Ramsey Police Department has
<br />received numerous complaints from the residents
<br />about snowmobilers crossing and damaging private
<br />property while weaving their way through the snow.
<br />As a result, the City Council requested that the Park
<br />Commission draft an ordinance that would regulate
<br />snowmobile activity to protect private property and
<br />public property. In the interim, the City Council deter-
<br />mined that it was apparent that immediate action
<br />was needed and they adopted an emergency
<br />snowmobile ordinance on January 26.
<br />Snowmobiles are now prohibited from traveling in
<br />ditches and road right-of-way. Snowmobile activity
<br />is limited to the right hand curb or edge of the road-
<br />way. Snowmobiles are not allowed on public
<br />sidewalks or boulevards; to ride on private property
<br />will require written permission from the property
<br />owner and to ride on school grounds will require per-
<br />mission from school authorities. The ordinance also
<br />establishes that it is unlawful to operate a
<br />snowmobile within 100 feet of any residence during
<br />the hours of 10 p.m. and 7 a.m. Sunday through
<br />Thursday and midnight to 8 a.m. on Fridays and
<br />Saturdays.

<br />The Ramsey Youth Association will be sponsor-
<br />ing it's 2ND ANNUAL PANCAKE BREAKFAST on
<br />MARCH 13TH, from 8:00 a.m. to 1 :00 p.m., at the
<br />Ramsey Elementary School.
<br />We have lots of events planned for everyone.
<br />Sports celebrities will be present for autographs, pic-
<br />tures and your entertainment. This year they include
<br />former Minnesota Vikings Fred McNeil and Buster
<br />Rhymes. Also joining us this year are 'Nord' the Bar-
<br />barian and the Ventriloquist & Magician, Jim
<br />Wedgewood.
<br />We will have over 50 door prizes. These will be
<br />given away throughout the breakfast by our MC,
<br />Tom Kirkpatrick, of 20/20.
<br />Sports registration will be taking place for our
<br />spring and summer sports. These include baseball,
<br />softball and K-3 soccer.
<br />Last but not least, is the great food. We'll be ser-
<br />ving sausage, coffee, milk, juice and all the pan-
<br />cakes you can eat.
<br />Presale tickets will be available from most
<br />R.Y.A.A. Directors, Coaches or Board Members. If

<br />the same as last year: Adult Presale are $3.00 or
<br />$3.50 at the door. Children, 6 to 12 and Senior

<br />STUDY COMPLETE
<br />
<br />~n .response to concerns regarding the quality of
<br />eXisting and future development along Highway 10,
<br />the Ramsey City Council authorized the completion
<br />of a study of the Highway 10 corridor. In April 1987,
<br />Barton-Aschman ASSOCiates began a study of the
<br />Highway 10 corridor from the Ramsey-Anoka boun-
<br />dary west to Armstrong Boulevard. The study ad-
<br />dresses economic development potential, land use
<br />and physical characteristics, transportation and com-
<br />munity image and identity issues within the study
<br />area.
<br />T~e study is now complete and a final report
<br />available. The results of thiS study are intended to
<br />be. used by the City as planning and development
<br />gUides for the study area. An informational meeting
<br />to review the findings of the study will be held on
<br />Thursday, February 25, 1988 at 7:00 p.m. at the
<br />Ramsey Municipal Center, 15153 Nowthen
<br />Boulevard N.W.
