<br />
<br />Over the past year the City Council has been try-
<br />ing to find ways to extend sanitary sewer and water
<br />service to those property owners who need and want
<br />these services while not placing the burden of cost
<br />on those who have little or no need for public utilities.
<br />Finally, a plan was developed whereby the initial cost
<br />of these utilities would be paid for with funds deriv-
<br />ed from a tax increment district and that as proper-
<br />ty owners choose to connect to the utilities, a con-
<br />nection fee will be charged to cover that property's
<br />share of the cost of utilities.
<br />Construction is expected to be underway this
<br />week, with completion some time next spring. The
<br />area served by this project is the Industrial area in
<br />the vicinity of Sunfish Lake Blvd. and Industry
<br />Avenue and industrial land south of Highway 10 and
<br />west of Sunfish Lake Blvd.

<br />POSSIBLE NEW LANDFILL
<br />

<br />
<br />Since around 1980, the State Legislature has been
<br />adopting law which requires counties in the Metro
<br />area to find places where landfills can be operated.
<br />Anoka County was one of the first urban counties
<br />to establish sites for future landfills and identifies
<br />them as Site "0", "P" and "Q". Site "0" is in Oak
<br />Grove, Site "Q" borders Andover and Coon Rapids
<br />and Site "P" is in Ramsey next to the present Anoka
<br />Sanitary Landfill.
<br />The Metropolitan Council has determined that
<br />there is a need for additional landfill capacity in the
<br />northern suburbs and that Anoka County should
<br />select one of the three sites for a new landfill. Before
<br />such a selection can take place, an in-depth study
<br />of the environmental and socio-economic implica-
<br />tions must be completed. Last fall the scope for this
<br />massive study was established and experts have
<br />been investigating a wide variety of impacts. Many
<br />residents will probably receive questionnaires and/or
<br />visits from these experts who are trying to measure
<br />socio-economic impact and environmental impact.
<br />Anoka County officials say that this 1.2 million dollar
<br />study should be complete by Mayor June of 1989.
<br />Residents are urged to cooperate with these peo-
<br />ple evaluating the impact of landfills since this in-
<br />formation may playa major role in the destiny of
<br />landfills in Ramsey.

<br />VERTICAL EXPANSION OF ANOKA
<br />
<br />SANITARY LANDFILL
<br />
<br />In April of 1986, the owners of the Anoka Sanitary
<br />Landfill (Waste Management of Minnesota, Inc.) ap-
<br />plied for and received a Certificate of Need for land-
<br />fill capacity at the Ramsey site from the Metropolitan
<br />Council. Waste Management is now applying to Min-
<br />nesota Pollution Control Agency for permission to
<br />expand the capacity of it's landfill, but first must com-
<br />plete an Environmental Impact Statement and other
<br />environmental reports/plans related to the current
<br />contamination of groundwater at the site. Waste
<br />Management is seeking to receive permission to ex-
<br />pand the Anoka Sanitary Landfill upward by late
<br />1987. Several of the reports which have been
<br />prepared to outline the nature and scope of ground-
<br />water contamination at the landfill are on file at the
<br />Ramsey Municipal Center; anyone interested in
<br />reviewing these reports may do so upon request.

<br />AIRPORT ZONING HEARING TO BE HELD
<br />
<br />A draft Airport Zoning Ordinance for Gateway In-
<br />dustrial North Airport was introduced at a public
<br />hearing on March 11, 1987. The second public hear-
<br />ing regarding that ordinance is scheduled for 7:30
<br />p.m., July 29 at Ramsey City Hall.
<br />The purpose of the Airport Zoning Ordinance is
<br />to prevent establishment of airport hazards, to pro-
<br />tect the airport, to protect the property and persons
<br />on the ground and to provide aircraft with safe
<br />maneuvering space near the airport.
<br />The Ordinance provides for certain restrictions on
<br />land uses, density restrictions, height limitations, and
<br />restrictions on magnetic and electrical interferences.
<br />The new Ordinance will bring the City into com-
<br />pliance with State statutes. Further, the airport must
<br />be zoned or be in process of being zoned to be eligi-
<br />ble for State cost sharing funds for the airport.
<br />The property affected by the proposed Airport Zon-
<br />ing Ordinance is some, but not all, of the land lying
<br />within 10,000 feet of the airport's runway as shown
<br />on the map on page 2. The types of restrictions
<br />generally regulate height of structures, the location
<br />or size and use of buildings and the density of
<br />population. The most restrictive provisions would
<br />apply to the areas located in the trapezoidal area off
<br />the end of the runway, extending out from the end
<br />of the runway a distance of 3500 feet (a distance
<br />equal to the length of the runway plus 200 feet).
<br />The proposed Ordinance provides general restric-
<br />tions that no use shall be made of any land in any
<br />of the three Safety Zones A, B or C which creates
<br />or causes interference with the operations of radio
<br />or electronic facilities on the airport or with radio or
<br />electronic communications between airport and air-
<br />craft, makes it difficult for pilots to distinguish bet-
<br />ween airport lights and other lights, results in glare
<br />in the eyes of pilots using the airport, impairs visibility
<br />in the vicinity of the airport, or otherwise endangers
<br />the landing, taking off, or maneuvering of aircraft.
<br />These restrictions generally do not affect typical
<br />household and exterior lighting.
<br />
<br />The Zone A restrictions provide, among other
<br />things, that, aside from existing uses, Zone A shall
<br />include no buildings, temporary structures, expos-
<br />ed transmission lines or other similar above-ground
<br />land use structural hazards. No land uses are allow-
<br />ed which would create, attract or bring together
<br />assemblies of persons. Permitted uses include
<br />agriculture, horticulture, animal husbandry, raising
<br />of livestock, wildlife habitat, light outdoor recreation
<br />(non-spectator), cemeteries and auto parking. Ex-
<br />isting uses may continue as nonconforming unless
<br />these are substantially destroyed.
<br />The Zone B restrictions provide, among other
<br />things, that, aside from existing uses, Zone B shall
<br />be restricted as follows:
<br />a. Existing uses may continue.
<br />
<br />b. Building lots shall not be less than 2-'12 acres
<br />unless platted prior to July 2, 1979.
<br />
<br />c. Building lots less than 2-'12 acres cannot be
<br />subdivided.
<br />
<br />d. New uses such as churches, hospitals,
<br />schools, theaters, stadiums, hotels, motels,
<br />trailer courts, camp grounds and other places
<br />of frequent public or semi-public assembly are
<br />specifically prohibited from Zone B.
<br />
<br />The Zone C restrictions provide for height restric-
<br />tions and the general restrictions on electro magnetic
<br />interference. Additionally, land uses which are
<br />classified as incompatible with airports by federal
<br />regulations are prohibited in Zone C. Such uses in-
<br />clude open dumps, waste disposal sites, sanitary
<br />landfills and other uses which emit smoke, dust or
<br />steam in sufficient quantities so as to be incompati-
<br />ble with safe flight operations.
<br />The draft ordinance has been approved by
<br />Mn/DoT, Division of Aeronautics. The City may adopt
<br />the draft ordinance after the second public hearing.
<br />The draft ordinance and plans are available for
<br />review at City Hall.

<br />AIRPORT DEVELOPMENT SCHEDULE
<br />
<br />A number of residents have asked about the ac-
<br />quisition and development schedule for the im-
<br />provements at Gateway North Industrial Airport.
<br />Thus, a brief overview of the improvement process
<br />may be of interest.
<br />The City has been proceeding with necessary
<br />steps required to accomplish the improvements
<br />through maximum participation with aviation trust
<br />funds. The process is lengthy due to both the
<br />numbers of steps and the review and approval pro-
<br />cess. Major steps which have been completed
<br />include:

<br />Airport Master Study
<br />Airspace Review
<br />Airport Layout Plan Approval
<br />Recognition in Regional, State and National Air-
<br />port System Plans
<br />The City currently is in the process of airport zon-
<br />ing which provides for land use and height limita-
<br />tion restrictions in the area near the airport. Work
<br />on the environmental impact assessment and reloca-
<br />tion plan has been recently initiated.

<br />and the estimated schedule of those activities for
<br />completion.
