VOLUME 2, NUMBER 7

RAMSEY

IDENT

RE

CITY NEWSLETTER

UPDATE:

PUBLIC UTILITIES ARE BEING

EXTENDED TO RAMSEY'S

INDUSTRIAL AREA

Over the past year the City Council has been try-
ing to find ways to extend sanitary sewer and water
service to those property owners who need and want
these services while not placing the burden of cost
on those who have little or no need for public utilities.
Finally, a plan was developed whereby the initial cost
of these utilities would be paid for with funds deriv-
ed from a tax increment district and that as proper-
ty owners choose to connect to the utilities, a con-
nection fee will be charged to cover that property's
share of the cost of utilities.
Construction is expected to be underway this
week, with completion some time next spring. The
area served by this project is the Industrial area in
the vicinity of Sunfish Lake Blvd. and Industry
Avenue and industrial land south of Highway 10 and
west of Sunfish Lake Blvd.

POSSIBLE NEW LANDFILL

IN RAMSEY

Since around 1980, the State Legislature has been
adopting law which requires counties in the Metro
area to find places where landfills can be operated.
Anoka County was one of the first urban counties
to establish sites for future landfills and identifies
them as Site "0", "P" and "Q". Site "0" is in Oak
Grove, Site "Q" borders Andover and Coon Rapids
and Site "P" is in Ramsey next to the present Anoka
Sanitary Landfill.
The Metropolitan Council has determined that
there is a need for additional landfill capacity in the
northern suburbs and that Anoka County should
select one of the three sites for a new landfill. Before
such a selection can take place, an in-depth study
of the environmental and socio-economic implica-
tions must be completed. Last fall the scope for this
massive study was established and experts have
been investigating a wide variety of impacts. Many
residents will probably receive questionnaires and/or
visits from these experts who are trying to measure
socio-economic impact and environmental impact.
Anoka County officials say that this 1.2 million dollar
study should be complete by Mayor June of 1989.
Residents are urged to cooperate with these peo-
ple evaluating the impact of landfills since this in-
formation may playa major role in the destiny of
landfills in Ramsey.

VERTICAL EXPANSION OF ANOKA

SANITARY LANDFILL

In April of 1986, the owners of the Anoka Sanitary
Landfill (Waste Management of Minnesota, Inc.) ap-
plied for and received a Certificate of Need for land-
fill capacity at the Ramsey site from the Metropolitan
Council. Waste Management is now applying to Min-
nesota Pollution Control Agency for permission to
expand the capacity of it's landfill, but first must com-
plete an Environmental Impact Statement and other
environmental reports/plans related to the current
contamination of groundwater at the site. Waste
Management is seeking to receive permission to ex-
pand the Anoka Sanitary Landfill upward by late
1987. Several of the reports which have been
prepared to outline the nature and scope of ground-
water contamination at the landfill are on file at the
Ramsey Municipal Center; anyone interested in
reviewing these reports may do so upon request.

Ramsey Resident
Ramsey Municipal Center
15153 Nowthen Blvd. NW
Ramsey, MN 55303

cr

JULY 1987

AIRPORT ZONING HEARING TO BE HELD

A draft Airport Zoning Ordinance for Gateway In-
dustrial North Airport was introduced at a public
hearing on March 11, 1987. The second public hear-
ing regarding that ordinance is scheduled for 7:30
p.m., July 29 at Ramsey City Hall.
The purpose of the Airport Zoning Ordinance is
to prevent establishment of airport hazards, to pro-
tect the airport, to protect the property and persons
on the ground and to provide aircraft with safe
maneuvering space near the airport.
The Ordinance provides for certain restrictions on
land uses, density restrictions, height limitations, and
restrictions on magnetic and electrical interferences.
The new Ordinance will bring the City into com-
pliance with State statutes. Further, the airport must
be zoned or be in process of being zoned to be eligi-
ble for State cost sharing funds for the airport.
The property affected by the proposed Airport Zon-
ing Ordinance is some, but not all, of the land lying
within 10,000 feet of the airport's runway as shown
on the map on page 2. The types of restrictions
generally regulate height of structures, the location
or size and use of buildings and the density of
population. The most restrictive provisions would
apply to the areas located in the trapezoidal area off
the end of the runway, extending out from the end
of the runway a distance of 3500 feet (a distance
equal to the length of the runway plus 200 feet).
The proposed Ordinance provides general restric-
tions that no use shall be made of any land in any
of the three Safety Zones A, B or C which creates
or causes interference with the operations of radio
or electronic facilities on the airport or with radio or
electronic communications between airport and air-
craft, makes it difficult for pilots to distinguish bet-
ween airport lights and other lights, results in glare
in the eyes of pilots using the airport, impairs visibility
in the vicinity of the airport, or otherwise endangers
the landing, taking off, or maneuvering of aircraft.
These restrictions generally do not affect typical
household and exterior lighting.

The Zone A restrictions provide, among other
things, that, aside from existing uses, Zone A shall
include no buildings, temporary structures, expos-
ed transmission lines or other similar above-ground
land use structural hazards. No land uses are allow-
ed which would create, attract or bring together
assemblies of persons. Permitted uses include
agriculture, horticulture, animal husbandry, raising
of livestock, wildlife habitat, light outdoor recreation
(non-spectator), cemeteries and auto parking. Ex-
isting uses may continue as nonconforming unless
these are substantially destroyed.
The Zone B restrictions provide, among other
things, that, aside from existing uses, Zone B shall
be restricted as follows:
a. Existing uses may continue.

b. Building lots shall not be less than 2-'12 acres
unless platted prior to July 2, 1979.

c. Building lots less than 2-'12 acres cannot be
subdivided.

d. New uses such as churches, hospitals,
schools, theaters, stadiums, hotels, motels,
trailer courts, camp grounds and other places
of frequent public or semi-public assembly are
specifically prohibited from Zone B.

The Zone C restrictions provide for height restric-
tions and the general restrictions on electro magnetic
interference. Additionally, land uses which are
classified as incompatible with airports by federal
regulations are prohibited in Zone C. Such uses in-
clude open dumps, waste disposal sites, sanitary
landfills and other uses which emit smoke, dust or
steam in sufficient quantities so as to be incompati-
ble with safe flight operations.
The draft ordinance has been approved by
Mn/DoT, Division of Aeronautics. The City may adopt
the draft ordinance after the second public hearing.
The draft ordinance and plans are available for
review at City Hall.

AIRPORT DEVELOPMENT SCHEDULE

A number of residents have asked about the ac-
quisition and development schedule for the im-
provements at Gateway North Industrial Airport.
Thus, a brief overview of the improvement process
may be of interest.
The City has been proceeding with necessary
steps required to accomplish the improvements
through maximum participation with aviation trust
funds. The process is lengthy due to both the
numbers of steps and the review and approval pro-
cess. Major steps which have been completed
include:

Airport Master Study
Airspace Review
Airport Layout Plan Approval
Recognition in Regional, State and National Air-
port System Plans
The City currently is in the process of airport zon-
ing which provides for land use and height limita-
tion restrictions in the area near the airport. Work
on the environmental impact assessment and reloca-
tion plan has been recently initiated.
The bar graph below highlights major activities
and the estimated schedule of those activities for
completion.

1 987 1 988 1 989 1 990
AIRPORT ZONING
.....
ENVIRONMENTAL IMPACT
ASSESSMENT REPORT ..... ...... ........
RELOCA TION PLAN
...... ...... ......
PRELIMINARY ENGINEERING REPORT /
PREAPPLlCA TION FOR (AlP) FUNDS ......
A.I.P.
