Gateway North Industrial Airport
At a meeting on September 30, 1986 the City
Council approved contracts for engineering services
for the preparation of an environmental assessment
report, preapplication, and land acquisition program
with Hakanson/Anderson and Associates. This ac-
tion, along with the statement of intent, adopted by
the City Council of Ramsey confirms that barring any
unforeseen problems, the City of Ramsey will pro-
ceed with the necessary action to acquire and
develop Gateway North Industrial Airport in accor-
dance with it's Master Airport Plan. This position is
significant since until this date, the Airport Commis-
sion and the City Council have viewed acquisition
and development of the Gateway North Industrial
Airport as a possibility only. Following this action,
there will be a series of public hearings and other
related actions such as zoning, environmental
reviews and informational meetings. We hope to
keep the Ramsey public informed as the Airport
Commission and City Council proceed through this
project.

Utilities For The Industrial Area Of Ramsey

On October 20, 1986 the City Council held a public
hearing with property owners from the Industrial area
of Ramsey to review and hear comments on the pro-
posed extension of sanitary sewer and water im-
provements to that area. In addition to the im-
provements, a review of the possible use of tax in-
crement financing to assist the small business and
land owners. Following the hearing, there is a 60 day
waiting period in which the property owners in that
area have an opportunity to generate petitions for
or opposed to the proposed improvement. The mat-
ter is scheduled to be heard by the City Council
again at their regular meeting on December 23,
1986.

Boomtowns

At a recent Chamber of Commerce meeting, the
cities of Anoka, Ramsey and Champlin presented
an overview of whats happening in their respective
cities. One point was very clear. There is con-
siderable growth taking place in each of our com-
munities. In Ramsey to date, we have issued 255
building permits, 130 of which are building starts.
Much of this growth has taken place in the newest
of our subdivisions (Northfork, River's Bend and
Flintwood Hills). Along with growth of this type comes
added responsibilities for local government. Current-
ly, the Economic Development Commission is
undergoing a self-analysis to determine where that
organization may best focus it's efforts in meeting
the needs of our growing community. The Planning
Commission continues to hold a strong vigilence in
an effort to protect the property rights of existing
Ramsey residents.

landfill - Expansion

Recently, a public hearing was held at the Ramsey
Elementary School regarding the proposed expan-
sion of the existing sanitary landfill. Residents and
landfill operators alike, expressed their concerns to
representatives from the Metropolitan Council who
must now rule on whether there is a need justifying
the expansion of the existing sanitary landfill. Within
the next few weeks, we should know whether or not
the Metropolitan Council will determine that there is
a need for such an expansion and if approved, what
conditions are applied to that 'certificate of need'.
Should Waste Management of Minnesota, Inc. (the
landfill operator) receive a certificate of need to ex-
pand the existing landfill. The next step is to receive
a permit from the Minnesota Pollution Control Agen-
cy. The permitting process will require than an en-
vironmental impact statement be prepared and
several other hearings will be held on the en-
vironmental aspects of such a proposed expansion.
IT'S HOCKEY SEASON AGAIN!!

The Anoka Area Hockey Association had a great
turnout at registration which took place the week of
September 15th. We had 804 boys and girls register
for our program, which ranging from four year olds
in the Instructional class to teenagers in the
Juvenile's programs. During the month of October
we are holding tryouts for our 23 Team Traveling
Program. This takes in 391 participants in both boys
and girls teams. Our House league program starts
in the later part of November, in which there are ap-
proximately 400 players. Also in the month of
December, our instructional program begins with 70
children participating. The cost of funding this
Association is great. Therefore, we depend upon not
only our area Sponsors and Boosters to help fund
these programs, but also on our various fundraisers
throughout the year. Currently we are holding our
Wreath and Poinsettia Sale, through November 10,
1986. After the first of the year we will be having our
annual Pizza Sale. Anyone who wishes to contribute
to our Hockey Association by either purchasing one
of our fundraising items, or by being a Booster or
a Sponsor, please call 427-9775.
We would like to give our sincere thanks to all who
have supported the Hockey Association over the
years, and helped to provide a successful Hockey
Program for our area youth.
