<br /> <br />RAMSEY <br /> <br />IDENT <br /> <br />RE <br /> <br /> <br />VOLUME 1, NUMBER 7 <br /> <br />FREE <br /> <br />OCTOBER, 1986 <br /> <br />ISSUES AND UPDATES <br /> <br />Gateway North Industrial Airport <br />At a meeting on September 30, 1986 the City <br />Council approved contracts for engineering services <br />for the preparation of an environmental assessment <br />report, preapplication, and land acquisition program <br />with Hakanson/Anderson and Associates. This ac- <br />tion, along with the statement of intent, adopted by <br />the City Council of Ramsey confirms that barring any <br />unforeseen problems, the City of Ramsey will pro- <br />ceed with the necessary action to acquire and <br />develop Gateway North Industrial Airport in accor- <br />dance with it's Master Airport Plan. This position is <br />significant since until this date, the Airport Commis- <br />sion and the City Council have viewed acquisition <br />and development of the Gateway North Industrial <br />Airport as a possibility only. Following this action, <br />there will be a series of public hearings and other <br />related actions such as zoning, environmental <br />reviews and informational meetings. We hope to <br />keep the Ramsey public informed as the Airport <br />Commission and City Council proceed through this <br />project. <br /> <br />Utilities For The Industrial Area Of Ramsey <br /> <br />On October 20, 1986 the City Council held a public <br />hearing with property owners from the Industrial area <br />of Ramsey to review and hear comments on the pro- <br />posed extension of sanitary sewer and water im- <br />provements to that area. In addition to the im- <br />provements, a review of the possible use of tax in- <br />crement financing to assist the small business and <br />land owners. Following the hearing, there is a 60 day <br />waiting period in which the property owners in that <br />area have an opportunity to generate petitions for <br />or opposed to the proposed improvement. The mat- <br />ter is scheduled to be heard by the City Council <br />again at their regular meeting on December 23, <br />1986. <br /> <br />Boomtowns <br /> <br />At a recent Chamber of Commerce meeting, the <br />cities of Anoka, Ramsey and Champlin presented <br />an overview of whats happening in their respective <br />cities. One point was very clear. There is con- <br />siderable growth taking place in each of our com- <br />munities. In Ramsey to date, we have issued 255 <br />building permits, 130 of which are building starts. <br />Much of this growth has taken place in the newest <br />of our subdivisions (Northfork, River's Bend and <br />Flintwood Hills). Along with growth of this type comes <br />added responsibilities for local government. Current- <br />ly, the Economic Development Commission is <br />undergoing a self-analysis to determine where that <br />organization may best focus it's efforts in meeting <br />the needs of our growing community. The Planning <br />Commission continues to hold a strong vigilence in <br />an effort to protect the property rights of existing <br />Ramsey residents. <br /> <br />landfill - Expansion <br /> <br />Recently, a public hearing was held at the Ramsey <br />Elementary School regarding the proposed expan- <br />sion of the existing sanitary landfill. Residents and <br />landfill operators alike, expressed their concerns to <br />representatives from the Metropolitan Council who <br />must now rule on whether there is a need justifying <br />the expansion of the existing sanitary landfill. Within <br />the next few weeks, we should know whether or not <br />the Metropolitan Council will determine that there is <br />a need for such an expansion and if approved, what <br />conditions are applied to that 'certificate of need'. <br />Should Waste Management of Minnesota, Inc. (the <br />landfill operator) receive a certificate of need to ex- <br />pand the existing landfill. The next step is to receive <br />a permit from the Minnesota Pollution Control Agen- <br />cy. The permitting process will require than an en- <br />vironmental impact statement be prepared and <br />several other hearings will be held on the en- <br />vironmental aspects of such a proposed expansion. <br /> <br />Ramsey Resident <br />Ramsey Municipal Center <br />15153 Nowthen Blvd. NW <br />Ramsey, MN 55303 <br /> <br />RAMSEY ECONOMIC <br />DEVELOPMENT COMPANY <br />SETS GOALS <br /> <br />The Board of Directors of the Ramsey Economic <br />Development Company conducted a goal setting <br />session on Thursday, September 25, 1986. The <br />Company established five priority activities to meet <br />its goal of stimulating economic development in <br />Ramsey. These activities include: <br /> <br />1. Providing information and assistance to new <br />and existing Ramsey businesses; <br />2. Promoting the City in a positive manner; <br />3. Hiring a qualified individual to promote the Ci- <br />ty and to assist in economic development <br />activities; <br />4. Promoting a small business incubator project; <br />and <br />5. There are certain tasks that <br />must be completed including a labor survey of <br />Ramsey, a five year economic development plan and <br />strategy for the City, a five year capital improvement <br />plan, and a coummunity profile. <br />If you are interested in participating in these ac- <br />tivities and the Star City program, please contact <br />Anne Norris at the Ramsey Municipal Center, 15153 <br />Nowthen Boulevard N.W., 427-1410. <br /> <br />IT'S HOCKEY SEASON AGAIN!! <br /> <br />The Anoka Area Hockey Association had a great <br />turnout at registration which took place the week of <br />September 15th. We had 804 boys and girls register <br />for our program, which ranging from four year olds <br />in the Instructional class to teenagers in the <br />Juvenile's programs. During the month of October <br />we are holding tryouts for our 23 Team Traveling <br />Program. This takes in 391 participants in both boys <br />and girls teams. Our House league program starts <br />in the later part of November, in which there are ap- <br />proximately 400 players. Also in the month of <br />December, our instructional program begins with 70 <br />children participating. The cost of funding this <br />Association is great. Therefore, we depend upon not <br />only our area Sponsors and Boosters to help fund <br />these programs, but also on our various fundraisers <br />throughout the year. Currently we are holding our <br />Wreath and Poinsettia Sale, through November 10, <br />1986. After the first of the year we will be having our <br />annual Pizza Sale. Anyone who wishes to contribute <br />to our Hockey Association by either purchasing one <br />of our fundraising items, or by being a Booster or <br />a Sponsor, please call 427-9775. <br />We would like to give our sincere thanks to all who <br />have supported the Hockey Association over the <br />years, and helped to provide a successful Hockey <br />Program for our area youth. <br /> <br />POSTAL CUSTOMER <br /> <br /> <br /> <br />---L <br />L <br /> <br />STEVE DE LUCA APPOINTED <br /> <br />TO CITY COUNCIL <br /> <br />At the September 30, 1986 Council meeting, a mo- <br />tion was made and passed to appoint Mr. Steve <br />Deluca as councilmember to fill out the unexpired <br />term of Gary Reimann. As you may recall, Gary <br />Reimann resigned his council seat to accept the ap- <br />pointment of Mayor to fill out the unexpired term of <br />Gary Heitman. The term Mr. Deluca is serving out <br />expires December 31, 1986. <br /> <br />ATTENTION RAMSEY <br />RESIDENTS <br /> <br />The City of Ramsey is currently seeking can- <br />didates to fill a vacancy on the Charter Commission. <br />The position requires approximately one evening <br />meeting per month. Ramsey residents interested in <br />serving on the Commission are requested to sub- <br />mit a letter of application to the Ramsey Municipal <br />Center, attention Charter Commission, 15153 <br />Nowthen Blvd. NW, Ramsey, Minnesota 55303, no <br />later than 5:00 p.m. on November 21, 1986. The let- <br />ter should contain the applicant's name, address, <br />telephone number, work experience, education and <br />any experience in municipal affairs. In addition, ap- <br />plicants should include a statement listing their <br />reasons for seeking appointment to the Charter <br />Commission. The position is not salaried. <br /> <br />ATTENTION <br /> <br />HEATING PERMITS REQUIRED <br /> <br />FOR REPLACEMENT AND <br /> <br />REPAIR WORK TO <br /> <br />HEATING SYSTEMS <br /> <br />Per the State Building Code, the City of Ramsey <br />requires a heating permit for the installation of gas <br />piping and the conversion or installation of heating <br />equipment for existing construction as well as new <br />construction. <br />The permit charge is $25.00 for residential proper- <br />ties and 1 % of the valuation (or a minimum of <br />$25.00) for commercial properties. This fee helps <br />defray the cost of inspections of the system. Persons <br />are urged to comply with the permit requirement in <br />order that inspections can be conducted to insure <br />that the systems are functioning properly for health <br />and life safety reasons. <br />Applications for heating permits can be made at <br />Ramsey Municipal Center during the hours of 8:30 <br />a.m. to 5:00 p.m. Monday through Friday.
