<br />STATUS OF STORM SEWER
<br />TAXING DISTRICT ISSUE
<br />
<br />A public hearing was held at the Ramsey Elemen-
<br />tary School on Thursday, May 29, 1986 regarding
<br />the establishment of the entire City into two (2) storm
<br />sewer taxing districts for the purpose of financing
<br />storm sewer improvements if and when they become
<br />
<br />necessary. Comments both 'in favor of' and 'oppos-
<br />ed to' were received on the subject. The issue of
<br />establishing storm sewer taxing districts will be on
<br />the Council meeting agenda for June 24, 1986.

<br />WHAT'S GOING ON
<br />AT THE LANDFILL?
<br />
<br />Within the next two months, the landfill will again be
<br />in the news. So why are we writing about the landfill
<br />and putting this article right on the front page of the
<br />Ramsey Resident? It is our hope that with knowledge
<br />of these matters, we will be better equipped to dispell
<br />those awful rumors that seem to crop up whenever
<br />a sensitive issue is being talked about. Additionally,
<br />we want every resident of Ramsey to understand
<br />what affects these landfill issues have on Ramsey.
<br />
<br />The two major issues that will be dealt within the next
<br />two months are:
<br />
<br />1. A request by Waste Management of Min-
<br />nesota, Inc. to receive a certificate of need to
<br />expand the current landfill site by 1,021,100
<br />cubic yards of capacity.
<br />2. The City of Ramsey and the residents of
<br />Ramsey are being asked to submit comments
<br />to the County of Anoka regarding the degree
<br />of investigation which should take place dur-
<br />ing an Environmental Impact Statement (study)
<br />on the proposal to establish an additional land-
<br />fill immediately south of the existing Anoka
<br />Sanitary Landfill, referred to as Site P.
<br />
<br />Certificate of Need
<br />
<br />On April 28, 1986, Waste Management of Min-
<br />nesota, Inc. submitted to the Metropolitan Council
<br />a request for a certificate of need to expand it's cur-
<br />rent Anoka Sanitary Landfill by 1,021,100 cubic
<br />yards of capacity. The process that WMMI must
<br />follow in order to receive authorization to expand the
<br />current landfill is as follows:
<br />
<br />1. Receive a certificate of need from the
<br />Metropolitan Council.
<br />2. Meet any preliminary requirements of the Min-
<br />nesota Pollution Control Agency (MPCA).
<br />3. Receive a license from MPCA to authorize the
<br />expansion.
<br />
<br />The status of this request is that the Metropolitan
<br />Council has received the request for a certificate of
<br />need and the Metropolitan Council has in turn, re-
<br />quested comments of the City of Ramsey. Addi-
<br />tionally, the Metropolitan Council has assured the
<br />City of Ramsey that a hearing will be held and given
<br />30 days advance notice to receive comments on this
<br />request for a certificate of need.
<br />
<br />A copy of that request for a certificate of need is on
<br />file at City Hall and City staff will be preparing com-
<br />ments within the next 30 days to be submitted to the
<br />Metropolitan Council. For those individuals who are
<br />interested in submitting comments, either now or in
<br />the future, I strongly urge that you read this docu-
<br />ment in it's entirety so that your comments will be
<br />directed to the issues that can have some effect on
<br />the decision.

<br />Site P Scoping
<br />
<br />The Minnesota Waste Management Act of 1980 re-
<br />quired each of the seven (7) Twin Cities metropolitan
<br />

<br />area counties to identify sites for possible landfill
<br />development. In 1981, a site inventory was con-
<br />ducted in Anoka County. The inventory process was
<br />based on criteria reflecting Federal, State, regional
<br />and County requirements for landfill siting. As a part
<br />of the inventory process, Anoka County adopted a
<br />policy for landfill siting based on these criteria that
<br />address the environment, capacity, facility location,
<br />land use, facility expansion, community criteria, and
<br />community involvement. Once the County of Anoka
<br />narrowed the landfill sites to three (3), an En-
<br />vironmental Assessment Worksheet was prepared.
<br />On May 13, 1986, the Anoka County Board of Com-
<br />missioners approved the Anoka County Landfill En-
<br />vironmental Assessment Worksheets for the 3 sites
<br />-- D, Q and P. The environmental assessment
<br />worksheet, in this case, serves the purpose of outlin-
<br />ing the issues to be investigated during the En-
<br />vironmental Impact Statement study. The City of
<br />Ramsey, and other affected cities and residents, now
<br />have an opportunity to comment on whether or not
<br />the scope of study is complete as drafted in the En-
<br />vironmental Assessment Worksheet. The following
<br />meetings are scheduled to receive public comment
<br />and the official comment of each of the respective
<br />cities:

<br />1. Site D: Thursday, June 26, 1986, 7:00 p.m.,
<br />Oak Grove Town Hall.
<br />2. Site Q: Monday, June 30, 1986, 7:00 p.m.,
<br />Bunker Activity Center.
<br />3. Site P: Tuesday, July 1, 1986, 7:00 p.m.,
<br />Ramsey Elementary School.
<br />
<br />Again, I would urge those wishing to make com-
<br />ments regarding this matter to review the En-
<br />vironmental Assessment Worksheet which is on file
<br />at City Hall.

<br />
<br />It is very important that anyone wishing to submit
<br />comments, submit them to the proper agency and
<br />since we are dealing with two separate issues, it is
<br />important to understand exactly which agency is to
<br />receive which comments. Comments addressed to

<br />The City employees would like to take this oppor-
<br />tunity to bid a fond farewell and best of luck to Ac-
<br />counting Clerk, Kathie Johnson. Kathie has been
<br />with the City of Ramsey for the past three years in
<br />the Accounting Department but no doubt many
<br />residents have encountered her smiling face at the
<br />counter or her cheerful voice on the phone. Kathie's
<br />husband, Lee, is employed by Super Valu and has
<br />accepted a promotion/transfer to Salem, Oregon and
<br />for some reason, Kathie chose to terminate her
<br />employment with the City and reside in Oregon with
<br />Lee and their children, Brent and Lori. Good luck to
<br />you Kathie! Your sparkle will surely be missed.

<br />BY THE SHADE OF THE
<br />OLD APPLE TREE
<br />
<br />Here comes the summer, and with that the sun.
<br />Have you always wanted a large shady spot in your
<br />yard? There's only one way to have a large shade
<br />tree -- it has to grow for years and years. A tree can't
<br />move around; it's support has to come from the soil
<br />around it. Healthy soil maintains vigor. The most im-
<br />portant part of a healthy tree is invisible, out of sight,
<br />where the trunk disappears into the ground. Organic
<br />soil provides nutrients, insulates the roots from that
<br />same hot sun, holds water, and provides a micro-
<br />environment for all the organisms that contribute to
<br />the balancing of nutrient requirements for the roots.
<br />Dirt is not alive. Soil lives. A complex soil environ-
<br />ment also is an aid to disease control. Take a look
<br />at your trees. If they don't 'look right' to you, con-
<br />sider the soil they're growing in -- is it just 'dirt'?
<br />This is the season when we begin to see wilting
<br />and browning leaves on our Elm and Red Oak trees.
<br />This may be the symptom of a fungal infection of the
<br />vascular (sap) system. Call your Tree Inspector,
<br />Bruce Bacon, at 753-5099 if you have any questions
<br />about your tree health or soil and how to prepare the
<br />soil before planting your shade trees, fruit trees and
<br />ornamentals.
