RAMSEY

IDENT

RE

VOLUME 1, NUMBER 4

FREE

JUNE, 1986

STATUS OF STORM SEWER
TAXING DISTRICT ISSUE

A public hearing was held at the Ramsey Elemen-
tary School on Thursday, May 29, 1986 regarding
the establishment of the entire City into two (2) storm
sewer taxing districts for the purpose of financing
storm sewer improvements if and when they become

necessary. Comments both 'in favor of' and 'oppos-
ed to' were received on the subject. The issue of
establishing storm sewer taxing districts will be on
the Council meeting agenda for June 24, 1986.

WHAT'S GOING ON
AT THE LANDFILL?

Within the next two months, the landfill will again be
in the news. So why are we writing about the landfill
and putting this article right on the front page of the
Ramsey Resident? It is our hope that with knowledge
of these matters, we will be better equipped to dispell
those awful rumors that seem to crop up whenever
a sensitive issue is being talked about. Additionally,
we want every resident of Ramsey to understand
what affects these landfill issues have on Ramsey.

The two major issues that will be dealt within the next
two months are:

1. A request by Waste Management of Min-
nesota, Inc. to receive a certificate of need to
expand the current landfill site by 1,021,100
cubic yards of capacity.
2. The City of Ramsey and the residents of
Ramsey are being asked to submit comments
to the County of Anoka regarding the degree
of investigation which should take place dur-
ing an Environmental Impact Statement (study)
on the proposal to establish an additional land-
fill immediately south of the existing Anoka
Sanitary Landfill, referred to as Site P.

Certificate of Need

On April 28, 1986, Waste Management of Min-
nesota, Inc. submitted to the Metropolitan Council
a request for a certificate of need to expand it's cur-
rent Anoka Sanitary Landfill by 1,021,100 cubic
yards of capacity. The process that WMMI must
follow in order to receive authorization to expand the
current landfill is as follows:

1. Receive a certificate of need from the
Metropolitan Council.
2. Meet any preliminary requirements of the Min-
nesota Pollution Control Agency (MPCA).
3. Receive a license from MPCA to authorize the
expansion.

The status of this request is that the Metropolitan
Council has received the request for a certificate of
need and the Metropolitan Council has in turn, re-
quested comments of the City of Ramsey. Addi-
tionally, the Metropolitan Council has assured the
City of Ramsey that a hearing will be held and given
30 days advance notice to receive comments on this
request for a certificate of need.

A copy of that request for a certificate of need is on
file at City Hall and City staff will be preparing com-
ments within the next 30 days to be submitted to the
Metropolitan Council. For those individuals who are
interested in submitting comments, either now or in
the future, I strongly urge that you read this docu-
ment in it's entirety so that your comments will be
directed to the issues that can have some effect on
the decision.

Site P Scoping

The Minnesota Waste Management Act of 1980 re-
quired each of the seven (7) Twin Cities metropolitan

Ramsey Resident
Ramsey Municipal Center
15153 Nowthen Blvd. NW
Ramsey, MN 55303

[J

area counties to identify sites for possible landfill
development. In 1981, a site inventory was con-
ducted in Anoka County. The inventory process was
based on criteria reflecting Federal, State, regional
and County requirements for landfill siting. As a part
of the inventory process, Anoka County adopted a
policy for landfill siting based on these criteria that
address the environment, capacity, facility location,
land use, facility expansion, community criteria, and
community involvement. Once the County of Anoka
narrowed the landfill sites to three (3), an En-
vironmental Assessment Worksheet was prepared.
On May 13, 1986, the Anoka County Board of Com-
missioners approved the Anoka County Landfill En-
vironmental Assessment Worksheets for the 3 sites
-- D, Q and P. The environmental assessment
worksheet, in this case, serves the purpose of outlin-
ing the issues to be investigated during the En-
vironmental Impact Statement study. The City of
Ramsey, and other affected cities and residents, now
have an opportunity to comment on whether or not
the scope of study is complete as drafted in the En-
vironmental Assessment Worksheet. The following
meetings are scheduled to receive public comment
and the official comment of each of the respective
cities:

1. Site D: Thursday, June 26, 1986, 7:00 p.m.,
Oak Grove Town Hall.
2. Site Q: Monday, June 30, 1986, 7:00 p.m.,
Bunker Activity Center.
3. Site P: Tuesday, July 1, 1986, 7:00 p.m.,
Ramsey Elementary School.

Again, I would urge those wishing to make com-
ments regarding this matter to review the En-
vironmental Assessment Worksheet which is on file
at City Hall.

Where To Send Comments

It is very important that anyone wishing to submit
comments, submit them to the proper agency and
since we are dealing with two separate issues, it is
important to understand exactly which agency is to
receive which comments. Comments addressed to
the certificate of need request of Waste Management
of Minnesota, Inc. should be submitted to:

Mr. John Rutford
Referral Coordinator
Metropolitan Council
300 Metro Square Building
7th and Robert Streets
St. Paul, MN 55101

Comments regarding the scope of study for Site P
should be addressed to:

Mr. Norm Schiferl
Special Assistant to County Administrator
County of Anoka Courthouse
Anoka, MN 55303

POSTAL CUSTOMER

--~

The City employees would like to take this oppor-
tunity to bid a fond farewell and best of luck to Ac-
counting Clerk, Kathie Johnson. Kathie has been
with the City of Ramsey for the past three years in
the Accounting Department but no doubt many
residents have encountered her smiling face at the
counter or her cheerful voice on the phone. Kathie's
husband, Lee, is employed by Super Valu and has
accepted a promotion/transfer to Salem, Oregon and
for some reason, Kathie chose to terminate her
employment with the City and reside in Oregon with
Lee and their children, Brent and Lori. Good luck to
you Kathie! Your sparkle will surely be missed.

BY THE SHADE OF THE
OLD APPLE TREE

Here comes the summer, and with that the sun.
Have you always wanted a large shady spot in your
yard? There's only one way to have a large shade
tree -- it has to grow for years and years. A tree can't
move around; it's support has to come from the soil
around it. Healthy soil maintains vigor. The most im-
portant part of a healthy tree is invisible, out of sight,
where the trunk disappears into the ground. Organic
soil provides nutrients, insulates the roots from that
same hot sun, holds water, and provides a micro-
environment for all the organisms that contribute to
the balancing of nutrient requirements for the roots.
Dirt is not alive. Soil lives. A complex soil environ-
ment also is an aid to disease control. Take a look
at your trees. If they don't 'look right' to you, con-
sider the soil they're growing in -- is it just 'dirt'?
This is the season when we begin to see wilting
and browning leaves on our Elm and Red Oak trees.
This may be the symptom of a fungal infection of the
vascular (sap) system. Call your Tree Inspector,
Bruce Bacon, at 753-5099 if you have any questions
about your tree health or soil and how to prepare the
soil before planting your shade trees, fruit trees and
ornamentals.

CAR-RT -SRT
BULK RATE
U.S. POSTAGE
PAID
PERMIT NO. 131
ANOKA, MN 55303
