CITY COUNCIL
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey City Council conducted a work session on Tuesday, April 22, 2003, at the Ramsey
Fire Station Number I, 15050 Armstrong Boulevard NW, Ramsey, Minnesota.

Members Present:

Mayor Thomas Gamec
Councilmember Todd Cook
Councilmember David Elvig
Councilmember Patti Kurak
Councilmember A1 Pearson
Councilmember Sarah Strommen (Arrived at 6:20 p.m.)
Councilmember Jerry Zimmerman

Also Present:

City Administrator, James E. Norman
Assistant City Administrator Heidi Nelson

CALL TO ORDER

Mayor Gamec called the work session of the City Council to order at 5:42 p.m.

WORK SESSION TOPICS FOR DISCUSSION

1) Community Sign and Newsletter Draft Policies

Assistant City Administrator Nelson stated that at the April 1, 2003 City Council work session,
staff discussed several issues with regard to the use of the Community Sign and articles that
appear in the Ramsey Resident from community and religious organizations. Council provided
direction to staff to revise the Facility Use and Rental Policy and to establish a policy for the
newsletter. Both policies were presented for the Council's review.

Councilmember Elvig felt that the language under Reservations stating "An attempt should be
made to find other alternatives and give three days notice whenever possible." should be
removed.

Councilmember Cook felt that the language provides notice to anyone that is renting the facility
that the City would make an attempt to contact them if there was a need to use the facility for a
City event, because City events supersede any other use.

City Council Work Session/April 22, 2003
