<br /> <br /> <br />MARCH 1992, VOLUME 7, NO.3 <br /> <br />STATE OF THE CITY ADDRESS <br />I <br /> <br />~ <br />About one year ago, I addressed the I <br />residents of the City and went over some of <br />the important issues that they wanted the new <br />Mayor and City Council to handle. Among <br />these were the landfill, the airport expansion <br />and the adult bookstore. <br /> <br />'\. <br /> <br />i: <br /> <br /> <br />Landfill: The landfill is right on schedule <br />for its closing date, possibly earlier. Under the Mayor Jim Gilbertson <br />most recent agreement in 1988, they were <br />given five years to close. There were no extensions given by the new <br />City Council and the closing could be as early as September 1993. <br /> <br />r4.ISO, a series of monitoring wells have been installed to check the <br />UJndwater around the landfill site. These wells will be maintained for a <br />period of at least 20 years. <br /> <br />Airport: The airport issue was voted on by a referendum and <br />defeated. Once again, the new City Council listened to the voters. The <br />purchase of the airport was defeated and it has since closed down and <br />will be used for commercial development. <br /> <br />Adult Bookstore: Unfortunately, our success with adult entertainment <br />has not been quite as good. We have adopted a health ordinance which <br />hopefully can be of some assistance. <br /> <br />Recently, the State Supreme Court has overturned a ruling on what <br />offensive material is. These are things being watched carefully. The <br />important thing that must be remembered by all of us is that, in our attempt <br />to control such activities in our City, we must stay within the legal system. <br /> <br />Goals: Approximately six weeks ago the City Council and Staff had a <br />Saturday workshop to evaluate priorities and goals for 1992. We had <br />125 items that were gone over one by one and rated according to their <br />importance. The object of all of this was to set a course of action in <br />order to get things done according to what is most important. This is the <br />first time this has been attempted and it gave everyone a chance to be <br />heard and vote on the importance of issues. This tool should be of great <br />help in getting things done in a timely fashion. <br /> <br />Budget: The City of Ramsey Budget Committee has the 1992 Budget <br />/~~ace, Just as I brought you the news last year that the State was <br />,-",ng back on our State Aid, which they did, we are expecting the same <br />treatment this year. So we ask, "What happened to the increase in sales <br />tax or the lottery money which was going to give us relief?" It's obvious <br />that our State Legislators are big spenders. <br /> <br />Continued on Page 2 <br /> <br />PRESIDENTIAL PRIMARY: <br />TUESDA~ APRIL 7 <br /> <br />The Presidential Primary Election will be conducted on Tuesday, April <br />7, 1992. Polls will be open from 7:00 a,m. to 8:00 p.m. This will be <br />Minnesota's first presidential primary since 1956 and it also will <br />represent the first time in 36 years that Minnesota will conduct a "closed <br />primary" where participation is I imited to those voters who have <br />declared their party preference before being issued a ballot. <br /> <br />At the polls, voters must declare which party's ballot they wish to <br />receive. The party choice of the voter is recorded on the polling place <br />roster. Each party's candidates will appear on a separate ballot and the <br />voters will only receive the ballot of the party they have selected, thus <br />alleviating crossover votes. <br /> <br />The party preference will be recorded in the voter history portion of <br />the Statewide voter registration system, This information is available to <br />the public for purposes related to law enforcement, elections and <br />political activities. <br /> <br />Voter Eligibility: You are eligible to vote if you are 18 years of age or <br />older on the day of the election, a citizen of the United States and have <br />resided in Minnesota for at least 20 days prior to the election.
