<br />,-- <br /> <br /> <br /> <br />NOV/DEC 1994, VOLUME 9, NO.9 <br />CITY COUNCIL ADOPTS PRELIMINARY 1995 <br />PROPERTY TAX LEVY <br /> <br />CITY NEWSLETTER <br /> <br />The Ramsey City Council adopted the preliminary 1995 property tax levy on <br />Monday, September 12, 1994. Cities are required by law to adopt a preliminary <br />levy by September 15 of each year. While this preliminary levy becomes the <br />"ceiling" for whata city can adopt as their final levy forthe next year, the City still <br />has the option to deerease the amount if deemed necessary. <br />The proposed maximum levy of $1 ,215,(l43, which includes $1,190,112 for <br />General Fund operations and $24,931 for debt service payments, reOects a 6.72% <br />increase in the City's share of the property tax bill. Even with this proposed <br />increase in taxes, it is expected that the City's share of the total tax bill will still <br />remain at less than 20 percent. Ramsey's 1994 tax rate ws the eighth lowest of the <br />47 Minnesota cities of similar size. <br />To theownerof a $1 00,000 home, thecity portion of the property taxes would <br />increase from $239.16 to $255.22. The additional $16.06 docs not reOect the <br />increase that will be seen as a result of the recent bond referendum passed for <br />Anoka-Hennepin ISO #11 or any potential increases by Anoka County, special <br />taxing districts, or the Elk River School District. <br />The 1995 General Fund Budget is currently proposed at $3,226,052. This <br />budget reOects the need to enhance service levels in several areas within our <br />growing community. Due to the service demands, included in the proposed 1995 <br />budget is the addition of one, full-time sworn police officer. Additionally, the City <br />will see very moderate increases in state aid payments, thus increasing the reliance <br />on local property taxes. The City is also continuing to improve the relationship <br />between service costs and payments. Ramsey attempts to budget for contingent <br />liabilities rather than rely on future residents to pay for programs delivered to <br />existing homes and businesses. <br />The public hearing to discuss the 1995 property tax levy and Proposed 1995 <br />General Fund Budget will be held on Wednesday, November30, 1994 at 7:00 p.m. <br />The hearing will take place at the Ramsey Municipal Center. There are a thousand excuses for leaving <br />your vehicle parked along the roadway and causing the <br />plows to go around it. None of them are valid. Police <br />will tag and tow!
