SEPT/OCT 1994, VOLUME 9, NO.8 RAMSEY CITY CODE LEASH ORDINANCE FILINGS FOR MAYOR AND CITY COUNCIL SEA TS/ CHARTER COMMISSION UPDATE Over the past year, the Charter Commission has been reviewing the current electoral system in the City of Ramsey. Current City Council terms are in overlapping four-year increments. The Mayor's term is presently for two years. All elected offices (four Councilmembers and Mayor) are "at large" as opposed to the ward system which elects persons by a district. The Charter Commission had surveyed the public during this past year requesting input on the various issues. Survey returns were few and inconclusive. The Commission has determined not to recommend any changes in the system prior to the nextelection. Notice is hereby given that the City of Ramsey will accept affidavits of candidacy for the Office of Mayor for a two-year term and two Councilmember at Large seats, each for a four-year term. Filing for office opens at 8;30 a.m. on Tuesday, August 30,1994 and closes at 5:00 p~m. on Tuesday, September 13, 1994. A fee of $5.00 must be paid at the time of filing. ATTENTION RAMSEY RESIDENTS Park and Recreation Commission The City of Ramsey is currently seeking a candidate to fill a vacancy on its Park and Recreation Commission. The primary objective of the Commission is to monitor and reflect the atti tudes and concerns of the citizens of Ramsey relative to the park system and recreation programs, and to advise the City Council of citizen attitudes and policy matters relevant to the park and recreation function in Ramsey. The Park and Recreation Commission meets on the second Thursday of the month at6;OO p.m. Ramsey residents interested in serving on the Commission are requested to submit a letter of application by 5:00 p.m. by Friday, September 2, 1994 to Kay McAloney, Administrative Services Manager at Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota 55303. Letters of application should contain the applicant's name, address, telephone number, work experience, education, and any experience in municipal affairs. In addition, applicants should include a statement listing their reasons for seeking appointmentto the Park and Recreation Commission. The position is not salaried; however, compensation for incidental expenses is provided. - - PROTECT YOUR PETS - - REMEMBER THE IMPORTANCE OF LICENSING AND V ACCINA TING YOUR PET There have been numerous complaints from residents in the last several months regarding dogs that are not on leashes. Ramsey City Code states that no person shall allow any animals of any type to run at large (including cats). Additionally ,every owner or kccperof a dog shall have the dog under the control and in custody of a person of sufficient age to adequately control the dog at all times while the dog is off the premises of the owner. "Control" and "custody" means on a leash of not more than 6 feet in length. It is legal to have a dog in an automobile without a leash, but it must be on a leash if taken outofthe vehicle. Violation of the leash ordinance is a misdemeanor. OAK WILT COST-SHARE AVAILABLE TheCityofRamsey currently has funds available to assist residents in the removal of spore producing trees and trenching for root graft disruption for prevention of the spread of oak wilt to healthy trees. This financial assistance is based upon a fifty-fifty splitofLhe total cost of the control plan. You can also earn credit for any approved control work that you complete, at a rate of $3.50 per hour for your share of the cost. Residents interested in this should fill out the application below. After the City receives your application, a representative will come out to inspect your trees. If oak wilt is found, an oak wilt control plan will be developed and your cost will be 1/2 Lhe cost ofLhe control work with the oak wilt control grant funds paying the other half.
