<br /> <br /> <br />AUGUST 1994, VOLUME 9, NO.7 <br />SWCD FILING OPEN <br />IN DISTRICT II <br /> <br />CITY OF RAMSEY <br />1993 COMPREHENSIVE ANNUAL <br />FINANCIAL REPORT <br /> <br />~~IL-l... <br />"",..~""- <br />~.~ <br /> <br />The City of Ramsey is required to undergo annually a certified audit of all of <br />its funds and account groups. The audit for 1993 was performed by the certified <br />public accounting firm of Malloy, Karnowski, Radosevich and Company, P.A. <br />The preparation of the Comprehensive Annual Financial Report [CAFR] is done <br />internally, by the Finance Department. <br />As a result of tests performed on the financial records oftheCity, the auditors <br />have indicated that it is evident the City has made significant progress this past <br />year, both financially and in accountability. This progress was achieved through <br />development and implementation of various funding policies and prudent fiscal <br />management by the City Council and Staff, which ensures future funding sources <br />for various progranls and services. These policies and practices also earned the <br />City an increase in its bond rating to AI, which results in lower net interest rates <br />on debt incurred by the City. <br />The net worth of the City at the end of 1993 was close to $15 million. A large <br />portion of this net worth, over $13 million, is restricted for specific uses, such as <br />those restricted by laws, designations, or Council adopted policies. The remain- <br />ing $1.5 million is available for general operations of the City, including the <br />operation of City owned utilities. <br />Included at the beginning of the 1993 CAFR is a detailed report of the City's <br />activities during 1993, and a brief description of all funds and account groups. <br />This report is available for review at City Hall and at the Anoka County Library- <br />Rum River Branch, located at5910 - 167th A venue North in Ramsey. Questions <br />regarding this report can be forwarded to the Finance Officer at 427 -1410. <br /> <br />OAK WILT COST-SHARE <br />AVAILABLE <br /> <br />The City of Ramsey currently has funds available to assist residents in the <br />removal of spore producing trees and trenching for root graft disruption for <br />prevention of the spread of oak wilt to healthy trees. This financial assistance is <br />based upon a fifty-fifty split of the total cost of the control plan. You can also earn <br />credit for any approved control work that you complete, at a rate 01'$3.50 per hour <br />for your share of the cost. <br />Residents interested in this program should complete an application. After <br />the City receives your application, a representative will come out to inspect your <br />trees. If oak wilt is found, an oak wilt control plan will be dev_cloped and your cost <br />will be 1(2 the cost of the control work with the oak wilt control grant funds paying <br />the other half. You CAN <br />make a difference by filing before September 8 to run as <br />a Soil and Water Conservation District (SWCD) <br />supervisor in the November election. Running for <br />SWCD supervisor isan excellent way to make an impact <br />on our natural resources. <br />Although the supervisors are nominated from <br />different nominating areas within each SWCD, they are <br />elected at-large, meaning that every eligible voter in the <br />district may vote for all open supervisor positions. <br />Because the supervisors serve staggered six-year terms, <br />each district has one or more positions open. Anoka <br />SWCD has one opening in District II serving Ramsey, <br />Andover, and the City of Anoka. <br />Supervisors meet monthly to discuss the business <br />of the SWCD, including state grant allocations to <br />landowners, district conservation priorities, <br />coordination with state agencies and other local units of <br />government, and personnel issues.
