These chips <br />can be used as mulch to help protect trees from erosion and drought and provide valuable <br />nutrients to the soil. Call 427-1410 for more information. <br /> <br />Drop-off Locations: River's Bend Park <br />Ramsey Municipal Center <br />Central Park <br /> <br />Funding for chipping equipment provided by the Metropolitan Council. <br /> <br />at' <br />CITY REACHES AGREEMENT ON FRANCHISE <br />WITH UTILITY COMPANIES <br /> <br />For many years the Anoka Electric Cooperative, Midwest Gas and, in a small area of <br />the City, the Anoka Municipal Electric Utility have been providing electric and natural gas <br />services to properties in the City of Ramsey. In 1984 the City reached an agreement with <br />Midwest Gas regarding use by the utility of City streets, City right-of-ways and other <br />services delivered to the utility by City Staff so that natural gas can be delivered to the gas <br />company customers. At its meeting of November 24, 1992 the City Council reached a <br />similar agreement with the two electric utilities. <br />Additional to the above, the City is currently deliberating whether the community <br />should bill the utilities for the unique services received from the City of Ramsey. The form <br />of billing currently being discussed is a franchise fee levied against either all or a portion of <br />the revenues generated within the City by the utility companies, similar to that which <br />occurs on cable television revenues throughout the State of Minnesota. If such a fee is <br />ultimately approved by the Council, it is expected that it will be passed on to utility <br />customers in the form of a rate increase. Included in <br />this budget approval was an increase of 5.61% in the <br />amount of taxes the City is raising from local property <br />owners. While it was necessary to increase the tax rate, <br />with this increase it is projected that the City of Ramsey <br />will continue to have the fourth lowest tax rate of the 35 <br />cities in tbe State with populations between 10,000 and <br />20,000 (it is estimated that Ramsey's 1993 population is <br />14,000). <br />The City tax levy is only a small portion of your te f' <br />dollar. In 1992, of every dollar collected in property ta:. <br />within this community, 14.2e went to the City of Ramsey <br />in the form of local tax, 30.8e went to Anoka County, ' <br />53.8e went to the school district and the last 1.2e went to <br />special taxing jurisdictions. It is expected that similar <br />taxing relationships will occur in 1993. The impact of this <br />budget decision on your property tax will vary depending <br />upon the type of property and the value of that property. <br />For instance, because the State Legislature reduced the <br />property dass rate for homes with market values over <br />$115,000 for 1993, these homeowners may actually <br />experience a decrease inJhe amount of taxes paid to the <br />City of Ramsey. A1tematively, however, for homes with <br />values below the $115,000 mark set by the State <br />Legislature, there will likely be a small increase. Further, <br />if your property increased in value for taxes payable <br />1993, there will be an increase in your taxes which will <br />vary by the dollar increase in the property value. <br />The Assessor's estimated market values for all <br />properties in the City of Ramsey and all other cities in the <br />State are set in accordance with State guidelines. Up <br />until mid-1992 the City of Ramsey employed a City <br />Assessor, in-house, who was charged with the duty of <br />setting appraised values on all property within Ramsey for <br />tax purposes. The City now contracts with Anoka County <br />for those services.
