<br /> <br /> <br /> <br />JUL/AUG 1995, VOLUME 10, NO.5 <br /> <br />CITY OF RAMSEY SPECIALELECTION~ <br />IMPLEMENTS CHARTER <br />ODD/EVENDAY AMENDMENT <br />SPRINKLING BAN <br /> <br />CITY NEWSLETTER <br /> <br />Much of the recent new construction within the City of Ramsey has been in <br />the areas which are serviced by the municipal water system. As the hot summer <br />months approach, water use increases dramatically, primarily due to lawn <br />sprinkling. Water demand on hot summer days can be as much as three to four <br />times the average amount used throughout the year. <br />To reduce peak usage of water in the areas serviced by the municipal water <br />system, the City is implementing an odd/even day sprinkling ban pursuantto City <br />Code 4.40.07. You may water on odd number days if your address ends in an odd <br />number and on even number days if your address ends in an even number. Newly <br />seeded or sodded lawns are NOT exempt from the odd/even requirement. <br />We appreciate your anticipated cooperation so that we may continue to <br />provide you with a safe, quality water supply at the least possible cost. We are <br />canvasing the City one neighborhood at a time to ensure compliance. If you <br />haven't seen us yet, you will! Here is a summary of the ordinances that are most <br />commonly violated. <br />Vehicles: The Ramsey City Code allows one unlicensed or inoperable <br />vehicle on a residential property. All other vehicles must be licensed, removed <br />or stored inside. <br />Commercial Vehicles: No commercial vehicle over one ton and no com- <br />mercially licensed trailer shall be parked or stored in a residential district except <br />when loading, unloading or rendering a service. Commercial vehicles cannot be <br />parked overnight in residential areas unless a ponditional use permit has been <br />granted by the City Council. <br />Urlu:is: Debris must be stored indoors or in an enclosed container. No junk <br />vehicles may be stored on any residential property. <br />1intss: Grass and weeds are not allowed to grow uncontrolled on any <br />occupied residential property. <br />For more information, contact Kendra Lindahl at Ramsey Municipal Center <br />427-1410. <br /> <br />On May 23, 1995, the City was presented with a <br />petition to amend the City Charter. The requested <br />amendment is: <br /> <br />Section 14.1 Modification of the MUSA. From <br />time to time the city may wish to expand or modify <br />the area served by sewer and water which is <br />commonly known as the Metropolitan Urban <br />Service Area (MUSA). <br /> <br />14.1.1 Initiation. Modification of the MUSA <br />must be initiated by a 4/5 vote of the City <br />Council. <br /> <br />14.1.2 Evaluation of Proposed Modification. <br />This Chapter is not intended to alter the planning <br />and evaluation process required by law. <br /> <br />14.1.3 Ratification of Proposed Modification. <br />Upon completion of the planning process the <br />proposed modification must be approved by a <br />majority of registered voters prior to its <br />implementation or submission to any outside <br />regulatory body. <br /> <br />As a result of this petition, a special election has <br />been scheduled for August 15,1995. The voters will be <br />asked to either support or oppose this change in how <br />development is to occur within the community. The vote <br />of the people is binding.
