VOLUME 12, NO.5 <br /> <br />SCHOOL'S OUT - SO ARE THE KIDS <br /> <br /> <br />Now that school is recessed for the summer, drivers may <br />encounter children in unexpected places. They may be walking and riding <br />bicycles on the side of the road. They may be chasing balls or pets or <br />playmates into the street. They may be so intent on what they are doing <br />that without thinking they dart into the street from between parked cars. <br />Concerns about situations like these have prompted a rash of complaints <br />about people driving too fast in Ramsey, especially on residential streets. <br />Posted speed limits in residential areas are 30 miles per hour. <br />On County Roads and State Highways the maximum speed is 55 miles <br />per hour and may be posted below 55 in some areas. <br />Speed has a significant impact on accidents. At 60 miles per <br />hour, a vehicle is traveling 88 feet per second. Since it takes the average <br />person 3/4 of a second to recognize a potential hazard, the vehicle will <br />travel 66 feet before the driver begins to react. <br />Patrol officers monitor traffic in the entire City but arecurrently <br />concentrating extra effort on several areas: l49th Avenue west of Ramsey <br />Boulevard, 160th Lane west of Highway 47, and 152nd Lane west of <br />Ramsey Boulevard. Convictions for traffic violations carry financial <br />penalties, but the basis for the enforcement effort is safety for everyone <br />invol ved. <br /> <br /> <br /> <br />.., <br /> <br />RED CROSS BLOODMOBILE <br />TO VISIT RAMSEY <br /> <br />The Red Cross Bloodmobile will be in Ramsey on Monday, August <br />4 1997 at Lord of Life Lutheran Church, 14501 Nowthen Blvd. NW, <br />, <br />from 2:00 to 8:00 p.m. <br />The need for blood is constant. Everyday someone needs blood to <br />survive a serious accident or disease. The only source for blood is <br />volunteer blood donors. Please do your part to save lives this summer by <br />donating blood on August 12. People with all blood types are needed, <br />but there is an especially big demand for type 0 blood. For an appointment <br />or information, please contact the church office at 427 -1100. <br /> <br />CITY OF RAMSEY <br />1996 COMPREHENSIVE <br />ANNUAL FINANCIAL REPORT <br /> <br />The City of Ramsey is required to <br />undergo annually a certified audit of all of its <br />funds and account groups. The audit for 1996 <br />was performed by the certified public accounting <br />firm of Malloy, Montague, Karnowski, <br />Radosevich & Co., P.A. The preparation of the <br />Comprehensive Annual Financial Report <br />[CAFR] is done internally, by the Finance <br />Department. <br />The net worth of the City at the end of <br />1996 was approximately $12.7 million. A large <br />portion of this net worth, over $11 million, is <br />restricted for specific uses, such as those <br />restricted by laws, designations, or Council <br />adopted policies. The remaining $1.7 million <br />is available for general operations of the City, <br />including the operation of City owned utilities. <br />Included at the beginning of the 1996 <br />CAFR is a detailed report of the City's activities <br />during 1996, and a brief description of all funds <br />and account groups. This report is available for <br />review at City Hall and at the Anoka County <br />Library - Rum River Branch, located at 5910 - <br />167th Avenue N.W. in Ramsey.
