While he's new to
the City, he's not new to local government. He has a master's
degree in Urban and Regional Studies from Mankato State
Univerity and spent the past seven years in city administrator
positions in Montevideo (1994-98) and Renville, MN (1990-
94). Other government experience includes service as county
administrator for Dodge County, assistant city manager of
White Bear Lake, and a county commissioner in Blue Earth
County.
Norman and his wife Nancy have purchased a house
in Ramsey. They will move their family, which includes
five-month-old twins Joshua and Madeline and their nanny
Sarah, in early March. Nancy, a prosecuting attorney for
Chippewa County, will work in the Anoka County Attorney's
Office.
Strong economic development experience was one
of the reasons the Ramsey City Council offered Norman the
City Administrator position. A strong interest in economic
development lead him to accept their offer over another in a
metro area community that is fully deve, loped.

MAR 1998, VOLUME 13, NO.2
CITY ADDS NEW POSITION:
COMMUNITY DEVELOPMENT
ASSISTANT

The City Council funded a new position called
Community Development Assistant in the 1998 budget. In
January, they hired Sean Walther as the first employee to
fill the position.
Walther is a graduate of the Local and Urban Affairs
program at St. Cloud University. Before joining the Ramsey
staff he worked in various capacities for the Central
Minnesota Initiative Fund, Minnesota Office of
Environmental Assistance and the City of Anoka.
As Community Development Assistant, Walther will
primarily assist Zoning Administrator Sylvia Frolik and City
Engineer Steve Jankowski. He will research grant
opportunities and write proposals, review completed projects
to ensure compliance with approved plans, perform code
enforcement activities and conduct special projects as needed.

I'
