City UPDATE <br />Administrator's Report September 12, 2025 <br />Council Update <br />City Council Highlights - August 26 <br />Presentation <br />The meeting began with a proclamation read by Mayor <br />Heineman designating September 17-23, 2025, as <br />Constitution Week. <br />Consent Agenda <br />The City Council unanimously approved all 14 items on <br />the Consent Agenda. <br />Two Public Hearings were on the docket. <br />The first was to introduce Charter Recommended <br />Ordinance #25-09 Amending Chapters 2, 3 and 7 of the <br />City Charter. The changes the Charter is recommending <br />include adding language in section 2.5 that establishes <br />a vacancy when a member moves outside their ward but <br />remains in the City of Ramsey, updates Section 3.1 to <br />mirror state statute for Council meetings and notices and <br />finally updates section 7.6.1 to allow for the final budget <br />and levy to be adopted at the same meeting as the public <br />hearing. Council approved the introduction of Ordinance <br />#25-09. The ordinance will come back for a final vote by all <br />councilmembers on September 23. <br />The second case was to adopt Resolution #25-201, <br />Vacating an Easement in Haubrich Addition. This case <br />includes vacating an easement that is no longer needed due <br />to previous developments installing underground utilities. <br />The proposed plat of Brookside Terrace will consist of work <br />to create a stormwater basin and swale to accommodate any <br />additional swiiiiwaLci from the new lots. The <br />property is located at the northwest corner of 151st Lane <br />NW and Nowthen Boulevard NW. The Applicant intends <br />to remove the existing house at 15156 Nowthen Blvd. NW <br />and subdivide the property into six single-family lots, each <br />for new single-family home construction. The 3.16-acre <br />property is zoned R-1A, and each of the six lots meets or <br />exceeds the minimum standards for that district (80-foot <br />lot width and 10,000 square feet). Council approved the <br />resolution and preliminary plat. <br />The next case was to adopt Resolution #25-204 <br />Approving a Conditional Use Permit for an Off -Premises <br />Digital Billboard Sign at 6111 Highway 10 NW (Kenjoh <br />Outdoor Advertising). The applicant submitted a Land <br />Use Application requesting a conditional use permit to <br />construct and operate an off -premise digital billboard <br />sign, along with a variance to the distance separation <br />requirements. The proposed site is at 6111 Highway <br />10 NW, a multi -tenant retail and self -storage building. <br />This sign would be the third and final off -premise digital <br />billboard in Ramsey. City Code limits the number to <br />three within the community. In 2022 and 2023, iDigital <br />received approvals and built the two existing signs, one near <br />Riverdale Drive and Traprock Street and the other along <br />Highway 10 opposite Alpine Drive. The resolution was not <br />approved, and the case was tabled for a future meeting. <br />The final case was to consider the Introduction of <br />Ordinance #25-08 - Zoning Code Updates. The updates <br />included in Ordinance #25-08 focus on areas where staff <br />have had challenges when working with residents or <br />businesses on various issues. The proposed changes address: <br />Daycare Centers as Accessory Uses in Residentially -Zoned <br />Religious Institutions, Photography Studios as Home <br />Occupations, Accessory Structure Setbacks, Parking <br />Surfaces and Off -premises Digital Billboards. Council <br />approved the introduction of Ordinance #25-08.
