City of Ramsey
15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303 • (612) 427-1410
February 10, 1981
TO: THE CITIZENS OF THE CITY OF RAMSEY
RE: CITY BUDGET MESSAGE FOR 1981
Submitted herewith is the City's budget for calendar year beginning
January 1, 1981 and ending December 31, 1981,
GENERAL
It has been an extremely difficult task for the Mayor and City Council
members to adopt the 1981 budget. In the adoption of the 1981 budget
the Council vote for the tax increase in support of this budget was that
three members voted in favor and two members voted against it. All your
Council members are correct in their thinking as none of us have a
crystal ball to predict the future of our nations' economy and how it
will affect us locally during 1981 during this inflationary and recess-
ionary period of time.
The major problems confronting your City Council are the fiscal and phy-
sical planning of the City to accommodate the rapid growth that is occur-
ring here in the City of Ramsey. This has become a major problem for a
number of reasons.
area:
a) Revenue - The following problems plague our City in this
1
State Aids - The City does not receive its proportionate
share of the distribution of the State Aids to cities in
the State of Minnesota. This is due to a pecularity in
the State law which established the formula for the dis-
tribution of State Aid funds to cities in the State of
Minnesota. This inequity in the law has cost the citi-'
zens of the City of Ramsey a lot of tax dollars. The
City of Ramsey has been working extremely hard over the
past three legislative sessions to get this gross inequity
in this law corrected and we are still working to get this
accomplished. Hopefully, we will see this accomplished in
1981 legislative session. Citizens should note legislatures
will admit there is an inequity in the formula but they are
not anxious to change the State Aid law as it might reduce
the aid to their legislative district.
