ECONOMIC DEVELOPMENT COMMISSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Economic Development Commission conducted a regular meeting on Thursday,
April 2, 1998, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey,
Minnesota.

Members Present:

Vice-Chairperson Lydia Scheiber
Commissioner Chris Riley
Commissioner Ken Wagner

Members Absent:

Chairperson David Kent
Commissioner Harlan Anderson

Also Present:

City Administrator James E. Norman
Gerry Wenner, MnDTED

CALL TO ORDER

Vice-Chairperson Scheiber called the regular meeting of the Economic Development
Commission (EDC) to order at 6:40 p.m. With three members present, the EDC proceeded
without a quorum.

COMMISSION BUSINESS

Case #1: Organizational Development

Mr. Gerry Wenner of the Minnesota Department of Trade and Economic Development
(MnDTED) discussed the technical assistance program for local government organizational
development. The Commission reviewed past experiences and projects to provide background to
Mr. Wenner. After a lengthy discussion, Mr. Wenner discussed the recommendation his report
would make, which would include staffing, city organization of Community and Economic
Development, and the EDC/EDA/HRA relationship. The recommendation would also include
job descriptions for board members. Mr. Wenner would attempt to prepare his recommendations
and proposals prior to the next scheduled EDC meeting. It was suggested that after review of the
recommendations and proposals by the EDC, a joint meeting would be held with the City
Council in a work session.

Case #2: Staff Updates

Staff discussed the resignation of Carolyn Nelson from the EDC. Staff also noted that a
quarterly report from the economic development services contract of Advanced Resources would
be made available to Commission members.

Economic Development Commission/April 2, 1998
Page 1 of 2
