CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a work session on Monday, March 23, 1998, at the Ramsey <br />Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Natalie Haas Steffen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Administrative Services Manager Linda Waite Smith <br />City Engineer Steve-Jankowski <br />Police Chief David Gustafson <br />Fire Chief Dean Kapler _ <br />Senior Accountant Diana Lund <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the work session to order at 5:45 p.m. <br /> <br />COUNCIL BUSINESS: <br /> <br />1) TIF Districts <br /> <br />City Administrator Norman announced that Finance Officer Jessie Hart is ill, therefore, Senior <br />Account Diana Lund is present to answer finance questions. Also present is Mark Winkelhake, <br />from Springsted, who has been working on the TIF. Money was authorized to hire Springsted to <br />do a TIF report. <br /> <br />Mark Winkelhake, Springsted, stated the City is being asked to go back and track every dollar of <br />TIF ever gotten and ever spent. Finance Officer Hart is gathering information. <br /> <br />Councilmember Zimmerman inquired if we can take money out of a TIF District for things like <br />the improvement of T.H./147. ~. <br /> <br />Mr. Winkelhake stated that a number of rules apply. The older TIF Districts give you more <br />flexibility but the newer TIF dollars have to be spent within its project area. The monies that can <br />be spent outside the District are the ones that were established before 1990. He continued that in <br />the review of the City's TIF Districts, they all appear to be healthy and should be no problem as <br />far as cash flow.
