Also present is Mark Winkelhake,
from Springsted, who has been working on the TIF. Money was authorized to hire Springsted to
do a TIF report.

Mark Winkelhake, Springsted, stated the City is being asked to go back and track every dollar of
TIF ever gotten and ever spent. Finance Officer Hart is gathering information.

Councilmember Zimmerman inquired if we can take money out of a TIF District for things like
the improvement of T.H./147. ~.

Mr. Winkelhake stated that a number of rules apply. The older TIF Districts give you more
flexibility but the newer TIF dollars have to be spent within its project area. The monies that can
be spent outside the District are the ones that were established before 1990. He continued that in
the review of the City's TIF Districts, they all appear to be healthy and should be no problem as
far as cash flow. The older Districts have very healthy cash flow.

City Council Work Session/March 23, 1998
