WORK SESSION <br /> CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a work session on Tuesday, May 19, 1998, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Carolyn Beahen <br />Councilmember Natalie Haas Steffen <br />Councilmember Gerald Zimmerman <br /> <br />Members Absent: Councilmember Sheila Beyer <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Administrative Services Manager Linda Waite Smith <br />Acting Finance Officer Diana Lund <br />Police Chief Dave Gustafson <br />Director of Public Works Dean Kapler <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the City Council work session to order at 6:50 p.m. <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />COUNCIL BUSINESS: <br /> <br />Case #1: TIF Report <br /> <br />Mayor Gamec stated that the biggest concern with regard to TIF is the cash flow. He <br />inquired of Mr. Winkelhake if the report is basically what was given to Council when he <br />came to a previous work session. <br /> <br />Mark Winkelhake, Springsted, summarized the Report on Existing TIF Districts in the <br />City of Ramsey. The primary objective of the report is to determine the financial health <br />of all existing tax increment financing (T1F) districts within the City. Much of the report <br />is projections. The report finds that all existing TIF districts within Ramsey appear to be <br />healthy and financially sound. He suggested periodic review and monitoring of the <br />City's TIF districts and to "keep 'an eye" on legislative changes. He also suggested an <br />annual review of the increment from the TIF properties to ensure compliance with <br /> <br />Council Work Session/May 19, 1998 <br /> Page 1 of 10 <br /> <br /> <br />
