CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, June 9, 1998, at the Ramsey <br />Municipal Center, 15153 Nowthen Boulevard NW., Ramsey, Minnesota to consider a No Wake <br />Ordinance on the Rum River. <br /> <br />Members Present: <br /> <br />Mayor Pro Tern Gerald Zimmerman <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Natalie Haas Steffen <br /> <br />Members Absent: Mayor Thomas Gamec <br /> <br />Also Present: <br /> <br />Acting City Administrator Linda Waite Smith <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Mayor Pro Tem Zimmerman called the public hearing meeting to order at 6:06 p.m. <br /> <br />COUNCIL BUSINESS/PUBLIC HEARING <br /> <br />PUBLIC HEARING <br /> <br />Case #1: Consideration of No Wake Ordinance on Rum River <br /> <br />Dave Perkins, 15775 Juniper Ridge Drive, stated his opposition to the proposed ordinance and <br />commented that Mother Nature will change the shoreline whenever it wants. He stated that he <br />has lived here for 13 years and has an erosion problem but not from the boats, from Mother <br />Nature. Mr. Perkins stated he has talked to the DNR and found he can do some bank re- <br />establishments without permits. He stated he will be getting that literature from the DNR which <br />he offered to provide to interested parties Mr. Perkins stated he believes the City violates the <br />River more than anyone due to the development of property and streets which drain to the River. <br />He stated that the addition of hard surface results in more runoff and erosion, and suggested the <br />City needs to retain water prior to piping it into the River. They also need to use ponds to <br />compensate for the black dirt that is rushing with the water. Mr. Perkins agreed that there are <br />one or two nuisances but the City should not "slap all of the resident's hands." He stated that the <br />City can't say no wake unless the community on other side does the same. Mr. Perkins asked <br />who would enforce it. <br /> <br />Robert Lundeen, 14393 Waco Street, stated he has been a resident of Ramsey on the Rum River <br />since January 1, 1986 and in the most recent two years has seen a dramatic increase in soil <br /> <br />City Council Public Hearing/June 9, 1998 <br /> Page 1 of 6 <br /> <br /> <br />
