PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public hearing on Tuesday, April 7, 1998, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota to hear input to <br />consider ordinance to amend critical river regulations. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Sharon Jensen <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Joe Wivoda <br /> <br />Members Absent: <br /> <br />None. <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br />Community Development Assistant Sean Walther <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden convened the public hearing at 7:36 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik explained a portion of the Mississippi River located in Ramsey is <br />subject to both the Critical River regulations and the Wild and Scenic River regulations. <br />Minimum State rules include language which prohibits the sale of non-conforming lots as building <br />sites if they are owned by an adjacent property. <br /> <br />Zoning Administrator Frolik explained Council requested staff initiate an ordinance to reduce the <br />structure setback from the river to 20 feet from the bluff line and 100 feet from the ordinary high <br />water line and eliminate language which prohibits non-conforming lots as building sites. She <br />stated comments were received from the Department of Natural Resources (DNR) regarding the <br />proposed amendment and indicated it would be difficult to receive DNR certification of the <br />requested changes due to the interim guidelines. <br /> <br />Commissioner Jensen inquired on requirements for the city of Dayton. Zoning Administrator <br />Frolik indicated she was unsure of Dayton's requirements. <br /> <br />CITIZEN INPUT <br /> <br />Gary Lien, 14620 Bowers Drive, explained he received a variance from the Board of Adjustment <br />for a 115 foot setback for Lot 15 on Bowers Drive in August, 1997.
