PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public hearing on Tuesday, June 22, 1998, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota, regarding a <br />request for a Minor Comprehensive Plan Amendment to Modify the Metropolitan Urban Service <br />Area Boundary; Case of Dolphin Real Estate Partnership. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br /> <br />Commissioner <br />Commlssloner <br />Commissioner <br />Commissioner <br />Commissioner <br />Commissioner <br /> <br />Leo Anderson <br />Benjamin Deemer <br />Sharon Jensen <br />Charles LaDue <br />Michael Terry <br />Joe Wivoda <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden convened the public hearing at 7:03 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik explained that the Council approved the site plan for a Burger King <br />facility in the northwest quadrant of Highway #10 and Ramsey Boulevard on August 12, 1997. <br />The site is just outside the Metropolitan Urban Service Area (MUSA) boundary and was <br />proposed to be served with an on-site septic system and well. However, the developer has <br />determined through experiences in another community that on-site septic systems for fast food <br />restaurants are problematic and costly. Mr. Dolphin, the developer, has requested a MUSA <br />boundary modification to include their three acre site in order that the facility be serviced with <br />municipal water and sanitary sewer. <br /> <br />Zoning Administrator Frolik explained this request constitutes a minor Comprehensive Plan <br />amendment. On June 9, 1998, the Council directed staffand the Planning Commission to process <br />the request through proper procedures.
