PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public hearing on Tuesday, July 7, 1998, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota, regarding a <br />request for a conditional use permit for a personal communication service tower; case of U.S. <br />West Wireless. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Leo Anderson <br /> <br />Commissioner <br />Commissioner <br />Commissioner <br />Commissioner <br /> <br />Benjamin Deemer <br />Charles LaDue <br />Michael Terry <br />Joe Wivoda <br /> <br />Members Absent: <br /> <br />Commissioner Sharon Jensen <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br />Community Development Assistant Sean Walther <br />City Engineer Steven Jankowski <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden convened the public hearing at 7:53 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik explained the City received an application from U.S. West Wireless <br />to construct and operate a personal communication service (PCS) tower at 9421 Hwy. #10, which <br />is occupied by Instantop. The applicant is proposing to construct a 120 foot monopole tower in <br />the southeast corner of the site. The unmanned ground equipment will be mounted on a 3' x 12' <br />x 6' rack mounted on a cement base. The tower and equipment will be encompassed by an 8 foot <br />high chain link fence. The ground equipment and fencing will be screened by existing oak trees <br />on the west and the applicant is proposing to plant 7 black hills spruce trees on the south and east <br />boundaries of the site. Staff recommended the landscape plan be modified to add a tree or two <br />and plant them in clusters, with some shrubbery for in-fill. <br /> <br />Zoning Administrator Frolik stated there would be no personnel stationed at the site. No signs <br />would be posted on the tower or cabinets except applicable warning or equipment information <br />signs. The site is zoned Business. The site to the north is occupied by the Burlington Railroad, <br />the adjacent properties to the east and west are also zoned Business, and the site is bounded by <br />Hwy. #10 on the south. <br /> <br />Public Hearing/Planning Commission/July 7, 1998 <br /> Page 1 of 2 <br /> <br /> <br />
