CITY COUNCIL WORKSHOP <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a workshop on Wednesday, February 5, 1997, at the Ramsey <br />Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Tom Gamec <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Natalie Haas Steffen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />Recording Secretary Jo Thieling <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the workshop to order at 5:39 p.m. <br /> <br />WORKSHOP BUSINESS <br /> <br />Mayor Gamec: I listed a few things on the agenda that people have talked to me about and that I <br />have also heard about from talking to staff. It seems like it's been an unfriendly atmosphere in the <br />past and it seems to be more friendly now. We will probably disagree at times but we need to be <br />civil. <br /> <br />Councilmember Haas Steffen: I would like to see us do something about citizen input. It was not <br />meant to be a place where people attack one another. They should be given about five minutes to <br />present their point, it would be considered and a date set to deal with it. People shouldn't air their <br />anger at one another during citizen input. <br /> <br />Councilmember Beyer: It's a requirement to be on the agenda. It's a way for people to air their <br />problems if they are not getting satisfaction in taking a problem through the proper channels. We <br />should not be taking that right away. <br /> <br />Councilmember Haas Steffen: I am not suggesting it be taken away. <br /> <br />Councilmember Beahen: There should be some perimeters. <br /> <br />Mayor Gamec: The control should be in my conducting the meeting and there should be a time <br />limit set. <br /> <br />Councilmember Haas Steffen: Neighbors arguing against each other is not what it's for. <br /> <br />Councilmember Beahen: We need to reiterate what it's for. <br /> <br />Councilmember Haas Steffen: Publish in the Ramsey Resident what citizen input is for. There <br />could be a date-certain to respond to what's brought up at citizen input. <br /> <br />Mayor Gamec: Cut them off and place it on the next agenda or whenever there's enough time to <br />review information.
