PUBLIC HEARING <br />BOARD OF ADJUSTMENT <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Board of Adjustment conducted a public hearing on Tuesday, October 21, 1997, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota to hear input <br />regarding a request for a height variance to construct a hotel on Lot 1, Block 1, Riverview Estates; <br />case ofL. A.N.D. Properties. <br /> <br />Members Present: <br /> <br />Chairperson Benjamin Deemer <br />Board Member David Bawden <br />Board Member Sharon Jensen <br />Board Member Charles LaDue <br />Board Member Michael Terry <br />Board Member Bradley Thorud <br /> <br />Members Absent: <br /> <br />Board Member Paul Holland <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br />City Engineer Steven Jankowski <br /> <br />CALL TO ORDER <br /> <br />Chairperson Deemer called the public hearing to order at 6:08 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik stated that the applicant has applied for a site plan approval to construct <br />a hotel on Lot 1, Block 1, Riverview Estates. The subject property is located in the B-3 Highway <br />Business District, the Critical River Overlay District, and the Wild and Scenic River Overlay District <br />and, as such, the structure height is restricted to 35 feet. Section 9.20.23 of the City Code allows <br />parapet walls to extend four feet into the 35 foot height restriction. The design &the hotel includes <br />parapet walls, the highest of which is 44'6" from grade, which is a 5'6" extension beyond the 39-foot <br />restriction. <br /> <br />Zoning Administrator Frolik reported that property owners in excess of the 350-foot distance <br />requirement were notified of the public hearing. She explained that the main purpose &the 35-foot <br />height restriction is based on the capabilities of fire suppression equipment and to protect the natural <br />view of the river. The subject property is not visible from the Mississippi River and, in addition, <br />visibility of the hotel would be obstructed by the river bank, homes and existing tree cover.
