CHARTER COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Charter Commission conducted a regular meeting on Thursday, February 20, 1997, <br />at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Chairperson Bemard Steffen <br />Commissioner Susan E. Anderson <br />Commissioner Keith Kiefer <br />Commissioner Virginia Spain Brist <br /> <br />Members Absent: <br /> <br />Commissioner Dennis Donovan <br />Commissioner Judy Marn <br />Commissioner Richard Netzloff <br /> <br />CALL TO ORDER <br /> <br />Chairperson Steffen called the regular meeting of the Charter Commission to order at 7:38 p.m. <br />and noted there was no quorum present. <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented with the exception of approving minutes. This <br />set of minutes will be brought back to the next meeting for approval when a quorum is available. <br />The Commission would also not be able to take action on Case #1. <br /> <br />Case #1: Appointment of Chair and Vice-Chair <br /> <br />This case will be discussed when there is a quorum present. <br /> <br />Case #2: Review Annual Report Letter to Judge Gary Meyer <br /> <br />Chairperson Steffen suggested that the letter to the Judge be "cut back" somewhat, and following <br />discussion, he offered to help compose the letter. <br /> <br />Case #3: Review Electoral Process Survey Results <br /> <br />Chairperson Steffen noted that the question was asked of the electoral candidates if they would like <br />to appear before the Charter Commission to discuss issues. He directed that this case be placed <br />back on the next Charter agenda and that staff invite all who said they would be interested in <br />coming to the meeting and comment on the questions/answers. That would determine how the <br />Charter Commission would evaluate the process for elected office and to discuss what changes <br />ought to be considered. <br /> <br />Case #4: Review Charter Amendments Process <br /> <br />Because further information was unavailable from the League of Minnesota Cities, this issue will <br />be placed on the next agenda. <br /> <br />Charter Commission/February 20, 1997 <br /> Page 1 of 3 <br /> <br /> <br />
