FINANCE COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Finance Committee conducted a regular meeting on Tuesday, April 22, 1997, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Tom Gamec <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Natalie Haas Steffen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />Police Chief David Gustafson <br />Parks/Utilities Supervisor Mark Boos <br />Community Development Intern Kirk Skoog <br /> <br />CALL TO ORDER <br /> <br />Councilmember Beahen called the regular meeting of the Finance Committee to order at 5:32 <br />p.m. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: <br /> <br />Approve 1997 Capital Improvements to River's Bend Park and Advertise for <br />Bids for the Construction of Park Shelters for Emerald Pond Park and <br />River's Bend Park <br /> <br />Parks/Utilities Supervisor Boos reminded the Committee that at the November 26, 1996 meeting, <br />Council approved the 1997 Capital Improvements Program (CIP). For 1997, there are two parks <br />addressed within the CIP. The first, shown as a $40,000 allocation, is Alpine Park. Staff will be <br />requesting Council authorization for bids for grading work when the primary funding for the park <br />is assured. The second is River's Bend Park. The improvements suggested for River's Bend <br />Park is safety fences and concrete backstop maintenance strip ($2,125.52), basketball standard <br />($852.18), accessible path to shelter one and two (est. $1,900), 35-foot hexagonal shelter with <br />concrete floor (est. less than $32,000), and contingency/landscaping ($132.30) for a total of <br />$37,000. Mr. Boos noted that the City Council previously approved funding for a similar shelter <br />for Emerald Pond Parks 1996-7 phase II construction. The request for bids is structured to <br />receive prices for both shelters. It is expected that savings will be realized by constructing both <br />shelters at the same time. He asked that the Committee recommend proceeding with the <br />improvements to River's Bend Park so as to have the safety fences and basketball standard <br />available for spring use.
