BUDGET COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a budget meeting on July 16, 1997, at the Ramsey <br />Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Natalie Haas Steffen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />Administrative Services Manager Linda Waite Smith <br />City Engineer Steve Jankowski <br />Fire Chief Dean Kapler <br />Public Works Maintenance Worker Jim Lacey <br />Senior Accountant Diana Lund <br /> <br />CALL TO ORDER <br /> <br />The meeting was reconvened by Councilmember Beahen at 5:13 p.m. <br /> <br />COUNCIL BUSINESS <br /> <br />Staff was asked about the different mapping systems and the need for the Community <br />Development Assistant position requested. <br /> <br />Councilmember Haas Steffen requested that the budget document be reconfigured by <br />Department rather than cost center. <br /> <br />The Lower Rum River Water Management Organization was discussed as well. <br /> <br />Council requested that staff provide narrative in the Capital Improvements Program for <br />cash flows to explain where Tax Increment Financing districts are, the health of those <br />districts, future expenditures, and the like. <br /> <br />During the Park and Recreation discussion, it was suggested that a Community Service <br />Officer could do neighborhood organizing. Also, that we should look at contract <br />services. Council asked about the vehicle repair services being delivered by AEC. Also, <br />Council requested a quote to irrigate Titterud Park.
