FINANCE COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Finance Committee of the City of Ramsey conducted a regular meeting on Tuesday, <br />September 9, 1997, at the Ramsey Municipal Center, 15153 Nowthen Boulevard, 15153 <br />Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Natalie Haas Steffen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />Administrative Services Manager Linda Waite Smith <br />City Engineer Steve Jankowski <br />Police Chief David Gustafson <br /> <br />CALL TO ORDER <br /> <br />Councilmember Beahen called the regular meeting of the Finance Committee to order at 6:13 <br />p.m. <br /> <br />APPROVEAGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: <br /> <br />Adopt Resolution Approving Proposed Maximum 1998 Payable Tax Levy <br />and Scheduling Budget Public Hearing Dates <br /> <br />Finance Officer Hart presented information based on the levy limits as certified by the Minnesota <br />Department of Revenue. In addition to the levy limit maximum, staff is utilizing the ability to <br />apply for a special levy for the differential in the revenues to be realized from the COPSFAST <br />grants between 1997 and 1998. She stated that the General Fund Levy (levy limit as certified) is <br />$2,189,170, the Special Levy - COPSFAST Grant (being requested) is $27,590 and the Debt <br />Service Levy is $6,295, for a Total Proposed Levy for 1998 of $2,223,055. Ms. Hart explained <br />that a levy at this limit is estimated to result in a tax capacity rate of approximately 20.000, or a <br />2.2% reduction from the 1997 rate of 20.454. She reminded Council that the maximum proposed <br />levy can always be reduced, but it cannot be increased without an appeals process.
