PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public hearing on Tuesday, April 1, 1997, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota, to consider a <br />request from Thomas Kurak for a conditional use permit to grade and export soils. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Sharon Jensen <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Bradley Thorud <br /> <br />Members Absent: Commissioner Paul Holland <br /> <br />Also Present: <br /> <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Frolik <br />City Attorney William Goodrich <br />Community Development Intern Kirk Skoog <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public hearing to order at 7:41 p.m. <br /> <br />PRESENTATION <br /> <br />City Engineer Jankowski stated that, upon receiving the application form and fees, City staff did <br />schedule and advertise a public hearing. However, when the supporting application materials <br />were received, it was determined that there were a number of deficiencies in the submittal. Mr. <br />Jankowski stated that he has issued a report listing those deficiencies. Since issuance of that <br />report, Mr. Kurak has resubmitted a number of these materials that were listed as deficient. Mr. <br />Jankowski stated that it would be appropriate to take comments at this public hearing and <br />continue the public hearing to a subsequent meeting of the Planning Commission in order to give <br />staff and the residents time to review the remainder of application submittals requested of the <br />applicant. <br /> <br />Mr. Jankowski went on to say that basically the request is asking permission to take the property <br />down to an elevation of approximately 870 to 872. Mining down to this elevation would prohibit <br />the northwest portion of the site to be served by sanitary sewer from Fox Knoll to the north. <br />Therefore, the revised proposal cuts back somewhat on those grades. Mr. Kurak is also <br />proposing to remove one-half of the tree line along the Wetland #114P.
